Ukraine’s government is facing the challenges of a debilitating war and dwindling resources as it implements an ambitious strategy to strengthen ties with Africa. This approach includes a commitment to increased grain exports and investments in Africa, the establishment of new embassies across the continent, and a historic first visit to Africa by President Volodymyr Zelensky.

The ongoing conflict with Russia has taken a heavy toll on Ukraine, with casualties reaching over 31,000 soldiers and more than 10,000 civilians. Reports from the front lines indicate a difficult situation for the Ukrainian army, which is facing supply shortages and increasing pressure from Russian forces.

In an effort to garner support in its fight against the Russian invasion, Ukraine’s Deputy Minister of Foreign Affairs, Maksym Subkh, has outlined plans to enhance cooperation with Africa. The country has already sent several shipments of grain to various African nations and intends to expand these deliveries to countries like Mozambique, Malawi, the Democratic Republic of Congo, and Mauritania.

President Zelensky initiated the “Grain from Ukraine” program in collaboration with the World Food Programme to provide humanitarian assistance to African countries affected by food shortages. The aim of the initiative is to counteract the disruptions caused by Russia’s invasion and blockade of Ukraine’s food supply.

Despite the financial strain of the war, Ukraine is committed to establishing nine new embassies in the coming year, including locations in Rwanda, Mozambique, Botswana, the DRC, Cote D’Ivoire, Ghana, Mauritania, Tanzania, and Sudan. This expansion is part of a broader effort to strengthen diplomatic relations and garner support for Ukraine’s cause on the international stage.

Additionally, Ukraine is looking to invest in agricultural projects in Africa, with plans to support the development of farm machinery, factories, fertiliser manufacturing, and agricultural research through joint ventures. The country is also inviting South African construction companies to participate in the reconstruction efforts within Ukraine.

The Ukrainian government has extended invitations to South Africa to participate in a peace summit in Switzerland and explore the possibility of hosting a Ukraine-Africa conference. Plans are in place for President Zelensky’s first visit to Africa, demonstrating Ukraine’s commitment to deepening ties with the continent.

Despite historical ties between South Africa and Russia, Subkh highlights the shared history between Ukraine and Africa, noting that many African liberation heroes were trained in Ukraine during the Soviet era. This shared history serves as a foundation for building stronger partnerships and collaboration between Ukraine and African nations.

In conclusion, Ukraine’s African charm offensive represents a strategic shift in its foreign policy, aimed at garnering support, expanding economic opportunities, and strengthening diplomatic relations with African countries. This initiative underscores Ukraine’s commitment to overcoming the challenges posed by the conflict with Russia and advancing its interests on the global stage.
