The Ministry of Community Development and Social Services has set its sights on supporting 4,403 beneficiaries in Mambwe district through the Zambia Rapid Emergency Response Assessment. District Social Welfare Officer, Edwin Mwewa, highlighted that the Emergency Response Assessment aims to assist households impacted by the severe dry spell.
Mwewa emphasized the importance of rapid assessment and enumeration in gaining a timely and accurate understanding of the current shocks’ effects. He explained that eligible households will be identified through a listing and enumeration process of potential beneficiaries. This will be carried out through self-selection by community members residing in the affected areas.
Support for eligible beneficiaries will come in the form of cash assistance and in-kind aid. All payments related to the shock response will be conducted digitally through the beneficiary’s preferred mobile network, using a phone number registered in their name. The goal is to reach poor and vulnerable households not currently enrolled in any social protection programs, and who have been affected by the drought and other significant shocks.
In addition to targeting the general vulnerable population, the rapid emergency response will prioritize households headed by elderly persons, those with pregnant or lactating mothers, and households with children under the age of two. The initiative will also extend support to households with chronically ill individuals, moderate and severe disabilities, as well as beneficiaries of the Food Security Pack Programme (FSP).
It is worth noting that beneficiaries of the Social Cash Transfer Programme will receive assistance under the rapid emergency response, without the need for enumeration, as their information is already part of the Zambia Integrated Social Protection Information System (ZISPIS).
The comprehensive approach outlined by Mr. Mwewa underscores the Ministry’s commitment to addressing the immediate needs of vulnerable households in Mambwe district. By leveraging a combination of cash and in-kind support, coupled with the convenience of digital payments, the initiative aims to provide swift relief to those most affected by the ongoing challenges.
The targeted focus on specific vulnerable groups, such as the elderly, pregnant women, and individuals with disabilities, demonstrates a thoughtful and inclusive approach to emergency response.
