Why Butaleja is prone to floods

The recent devastating floods in Butaleja District, which claimed the life of one individual, have sparked discussions among authorities and residents as they seek solutions and explanations for the recurring disasters in the area.

The heavy rains began early last week but reached a peak on Thursday, causing displacement of several households, destruction of businesses, closure of Doho Primary School, and damage to crops in various sub-counties including Himutu, Butaleja, Mazimasa, Butaleja sub-county, and Butaleja town council. Furthermore, major roads were cut off in some areas, forcing people to access Mbale city through alternative routes via the districts of Budaka, Namutumba, and Tororo.

A journalist named Mr. Noah Birumi (Wapera) recently reignited the conversation on social media, highlighting the dangerous conditions of the poorly planned roads in Butaleja. He emphasized the need for better infrastructure to prevent tragedies such as the recurring floods that claim lives every year due to the hazardous conditions.

According to Mr. Emmanuel Dombo, an opinion leader in Butaleja, the district’s susceptibility to floods is attributed to its location in the watershed of Mt Elgon. He explained that the district acts as a floodplain for the mountain, leading to flooding even in the absence of rainfall. Dombo also pointed out the role of corruption in worsening the situation, citing mismanagement of resources allocated for road maintenance.

The Butaleja District chairman, Mr. Michael Higenyi Bory, and the chief administrative officer (CAO), Mr. Fred Mukasa Kizito, declined to comment on the matter. Mr. Dombo emphasized the urgent need for improved infrastructure, proper land use practices, and relocation of affected residents to mitigate the impact of floods in the region.

He suggested the enforcement of a buffer area along riverbanks for planting protective vegetation to prevent soil erosion and contamination of water sources. Additionally, he recommended educating residents on sustainable river use practices to safeguard against future flooding incidents.

Mr. Dombo also mentioned the failed Bulusambu Dam project in Mbale District, which if completed, could have been a viable solution to the flooding issues in Butaleja. Despite parliamentary efforts to address road infrastructure challenges in the district, more comprehensive solutions are needed to prevent future disasters.

Overall, the floods in Butaleja District serve as a reminder of the urgent need for improved infrastructure, sustainable land management practices, and effective disaster preparedness measures to protect the lives and livelihoods of residents in flood-prone areas. Collaboration between government agencies, local leaders, and community members is essential to address the root causes of flooding and ensure the long-term resilience of vulnerable communities in Butaleja.
