On March 6, 2024, the National Consensus Forum (NCF) in South Sudan released a statement accusing the Transitional Government of intentionally keeping its institutions weak to promote dictatorship and corruption. The forum, which consists of various political, civil society, women, youth, faith-based organizations, and academic and professional associations, highlighted the government’s failure to address the country’s economic, security, and political challenges.

The statement was issued following a meeting chaired by President Salva Kiir, where plans were discussed to control the rising consumer prices in the country. The forum criticized the government for mismanaging the oil proceeds and neglecting the welfare of ordinary citizens. It also called out the lack of communication and unity within the government, labeling it as a “Transitional Government of National Disunity.”

According to the NCF, since gaining independence, South Sudan has received significant support from various countries and international partners to build its institutions. However, the government has squandered these resources and weakened key sectors such as the security sector, which has been privatized and filled with tribal militias.

The forum also highlighted the persecution of public officials who tried to strengthen institutions and the mistreatment of qualified South Sudanese who returned to contribute to the country’s development after independence. The government’s dismissal of human rights issues and criticism of the UN Commission on Human Rights in South Sudan were also criticized by the NCF.

The forum accused the government of resisting human rights monitoring and failing to implement recommendations to improve the human rights situation in the country. Instead, the government sought to evade accountability and continue abusing human rights with impunity.

In response to the government’s focus on elections and efforts to extend its power, the NCF called for an all-inclusive national political dialogue. The forum urged the government to prioritize the well-being of citizens and engage in constructive dialogue to address the country’s challenges.

Overall, the NCF’s statement highlighted the government’s shortcomings in governance, accountability, and human rights, underscoring the urgent need for reforms to build a just and transparent system that serves the interests of all South Sudanese citizens.
