Uganda: Uganda Business, Technical and Vocational Education and Training Board warns against illegal institutions issuing qualifications to students

The Uganda Business and Technical Examinations Board (UBTEB) has issued a warning to illegal tertiary institutions that are awarding certificates to students. During the 5th graduation ceremony for the Makerere University Centre for Lifelong Learning (CLL), UBTEB deputy executive director Geoffrey Kawanguzi expressed concern that many institutions are deceiving students and issuing them fake documents.

Kawanguzi cautioned parents and students to inquire about whether an institution offers national exams before paying any fees. He emphasized that certificates awarded for short durations, such as one year or six months, are not recognized anywhere and hold no value. He further conferred 613 students from the university’s main campus and Jinja campus with national certificates and diplomas in technical and business education.

The UBTEB deputy executive director highlighted that only national exams are recognized by the National Council for Higher Education (NCHE) and the National Curriculum Development Centre (NCDC). He urged graduands to utilize their knowledge and skills for professional growth and development.

The Principal of the College of Education and External Studies, Prof Anthony Muwagga Mugagga, mentioned that CLL caters to individuals who did not qualify for mainstream university education. He emphasized the institution’s role in promoting science education and addressing the Sustainable Development Goal (SDG4) of education for all. Prof Mugagga also acknowledged the effort to bridge the gap for dropouts at the advanced level, tertiary institutions, and universities.

Speaking on behalf of the graduates, Prince Immanuel Oluka, who completed a diploma in Civil Engineering, expressed his satisfaction with the course. He mentioned that the hands-on experience gained through real-life projects has equipped him with the necessary skills to tackle world challenges. Oluka and his classmates are confident in their abilities to take on government contracts for building and road construction.

Risper Atwine Twinomugisa, a graduate in Architecture, shared her optimism about her future prospects in the field. She specialized in drafting and creating plans for houses and is confident in her ability to thrive with the skills acquired.

In conclusion, it is evident that UBTEB is taking a proactive approach to combat the issue of illegal tertiary institutions issuing fake certificates. The warnings and advice given by UBTEB and the experiences shared by the graduates emphasize the importance of acquiring recognized qualifications and skills for professional and personal development.
