Uganda’s open-door refugee policy is at a crossroads, with its resources stretched and at risk of not being able to support the 2.03 million refugees and asylum seekers across its 13 refugee centres.
 
The government says it needs about Shs3.2 trillion ($850 million) annually to provide adequate protection, food security, healthcare, education and infrastructure for refugees and the host communities.
