Primary school teachers in public schools are currently expressing concerns about their February 2024 free grant, which they have not yet received to this day and are questioning the real reason for this significant delay, while also criticizing the silence of the authorities and paying banks.

Indeed, in schools and on social networks, this issue is making headlines and the editorial staff of CONGOPROFOND.NET was approached on Tuesday, March 12, 2024, by a group of primary school principals who confirmed this delay, also mentioning the non-payment of operating costs for the same month up to now.

We take this opportunity to confirm that so far, primary school teachers have not yet received their February free grant and we are unaware of the reasons for this delay. Also, we note that even the operating costs for the month of February 2024 have not yet been paid. We ask the authorities to resolve this situation which is essential for teachers and schools,” said an anonymous School Principal whose school is located in Kinshasa-Matete.

On the other hand, some officials from the National Directorate of Payroll Control and Preparation, the Mastery of Teachers and Administrative Staff in Schools (DINACOPE, formerly SECOPE), contacted by our editorial team, suggest that it could be a cash flow problem that will eventually be resolved and that teachers should be patient.

As a reminder, this grant was introduced to compensate for the loss of income resulting from the removal of parental support for teachers in public schools as part of the free primary education in public schools advocated by President Felix-Antoine Tshisekedi, and it reveals several realities criticized by teachers related to the amount.

While officially it is 80 thousand Congolese francs as claimed at all times by the Minister of Primary, Secondary, and Technical Education, Tony Muaba Kazadi, teachers only receive 60 thousand.

They claim to have received the 20 thousand floating francs separately two or three times. In short, regarding the month of February 2024, the free grant of 60 thousand that teachers receive monthly has not been released yet and they are suffering from it, questioning the real reason for this delay.
