The Minister of State, Minister of Territorial Administration and Decentralization, Colonel Gendarme Abdoulaye Maiga, announced today the dissolution of the Association called “Coordination of Movements, Associations and Supporters of Imam Mahmoud Dicko” (CMAS). This decision, taken in accordance with the provisions of Law No. 04-038 of August 5, 2004 on associations, aims to restore public order and preserve the country’s higher interests.
The CMAS, legally created under association declaration receipt No. 0035/MATD-DGAT of December 5, 2019, deviated from its original objectives over time. While it was designed to work for social stability and peace, it has turned into a political destabilization body, threatening public security.
The reasons for the dissolution are multiple, including activities contrary to the statutory objectives of the CMAS. The association’s General Coordinator made derogatory remarks about the transitional authorities during a media outing on October 7, 2023, following the slight postponement of the presidential election. These clearly political actions go against the association’s founding principles.
Furthermore, the godfather of the CMAS engaged in subversive activities that could disrupt public order. His recent visits abroad and official meetings with foreign personalities on national interest issues without the authorization of the Malian authorities constitute a serious violation of the CMAS’s statutory provisions.
It should also be noted that the CMAS has never submitted its activity reports since its creation, thus violating the provisions of the law on associations. This omission has hindered the transparency and accountability of the association to the competent authorities.
Faced with this accumulation of deviations and acts contrary to national interests, the Minister of State has decided to immediately dissolve the “Coordination of Movements, Associations and Supporters of Imam Mahmoud Dicko” Association. This measure aims to restore social stability and protect Mali’s democratic values.
The government remains determined to take the necessary measures to preserve public order and guarantee national security, while respecting fundamental democratic principles.
