In an ambitious approach aiming to guarantee access to healthcare for all, the Comoros are preparing to launch a pilot phase of their Generalized Health Insurance (GHI) project. With the ultimate goal of achieving universal health coverage by 2030, this initiative represents a major turning point in the landscape of public health in the Comoros.

Under the auspices of the Ministry of Health, Solidarity, Social Protection, and Gender Promotion, the Project to support the implementation of GHI in the Comoros (PAAMG) recently held a strategic meeting. This meeting marked the revision of the validation plan for the technical parameters of GHI, as well as the launch of concerted efforts for its implementation.

Initially planned over a period of five years, the project has made significant progress, sparking optimism about its upcoming deployment. After three years of anticipation, the Comorians finally see the long-awaited establishment of health insurance on the horizon. The meeting brought together a variety of stakeholders in the health and social protection sectors, highlighting the collective commitment to this crucial initiative.

The technical and financial support of the French Development Agency (AFD) plays a central role in achieving this ambitious objective. Thouraya Said Abdou, project coordinator, emphasized the importance of exchanging and validating technical parameters with the involved stakeholders.

GHI, established by the Csu-2017 law in the Comoros, is based on the contributory principle and the pooling of risks on one hand, and national solidarity towards the impoverished populations on the other hand. According to the Secretary General of the Ministry of Health, this initiative transcends a simple health program to become a commitment to human dignity, justice, and prosperity.

The coordinator presented a model based on two major pillars: a family/household-centered affiliation approach and a solidarity co-financing between the State, the AFD, and families. Adjustments were suggested during exchanges to better meet the population’s healthcare needs.

The pilot phase, which will take place over a period of 18 months, will target specific areas defined by region and health district, marking the concrete beginning of this large-scale initiative. With a clear vision and common commitment, the Comoros are steadily progressing towards achieving universal health coverage by 2030, a decisive step towards a healthier and more equitable future for all.
