The Council of Ministers met in an ordinary session on Wednesday, March 20, 2024, in its deliberation room at the Koulouba Palace, under the chairmanship of Colonel Assimi GOITA, President of the Transition, Head of State.

After examining the items on the agenda, the Council adopted draft texts, made a nomination, and heard communications.

REGARDING LEGISLATIVE AND REGULATORY MEASURES

On the report of the Minister of Foreign Affairs and International Cooperation, the Council of Ministers adopted:

a. draft texts regarding the ratification of the convention on judicial cooperation in civil and commercial matters, signed in Conakry on November 17, 2022, between the Government of the Republic of Mali and the Government of the Republic of Guinea;

b. draft texts regarding the ratification of the convention on judicial cooperation in criminal matters, signed in Conakry on November 17, 2022, between the Government of the Republic of Mali and the Government of the Republic of Guinea;

c. draft texts regarding the ratification of the extradition convention, signed in Conakry on November 17, 2022, between the Government of the Republic of Mali and the Government of the Republic of Guinea;

d. draft texts regarding the ratification of the convention on the transfer of sentenced persons, signed in Conakry on November 17, 2022, between the Government of the Republic of Mali and the Government of the Republic of Guinea.

Judicial cooperation between the Republic of Mali and the Republic of Guinea is based on the General Cooperation Convention in the Field of Justice, signed in Bamako on May 20, 1964. Faced with new challenges related to terrorism and transnational crime, it has become necessary to adapt legal instruments to the current context.

In this framework, the Government of the Republic of Mali and the Government of the Republic of Guinea signed on November 17, 2022:

– the convention on judicial cooperation in civil and commercial matters;
– the convention on judicial cooperation in criminal matters;
– the convention on extradition;
– the convention on the transfer of sentenced persons.

The signing of these conventions aims to promote a coordinated management of issues related to judicial cooperation, including the transfer of judicial and extra-judicial acts and documents, the transmission and execution of letters rogatory, the exequatur in civil, commercial and social matters, the appearance of witnesses and experts in criminal matters.

The adopted draft texts authorize the ratification of these conventions. Their implementation will consolidate judicial relations between the parties, contribute to a fair distribution of justice, strengthen the rule of law, and preserve the rights of citizens of both countries.

INDIVIDUAL MEASURES
The Council of Ministers made the following appointment:

MINISTRY OF INDUSTRY AND TRADE
– Director General of the Malian Pharmaceutical Products Factory: Medical Lieutenant Colonel Abdoul Aziz BAH.

REGARDING COMMUNICATIONS

1. The Minister of State Refounding, in charge of Relations with Institutions, informed the Council of Ministers about the progress of the implementation of the Integrated Human Resources Management System Project for the State and Territorial Communities.

In the context of monitoring the physical identification operation of State and Territorial Communities agents, the Project Steering Committee addressed the difficulties related to the deployment of physical identification missions in regions and areas not yet covered and validated the proposed solutions and the revised timetable for the completion of activities.

The SIGRH Project is extended until June 30, 2024 to allow for:
– the activities related to the physical identification of agents in regions and difficult-to-access areas;
– the completion of identification operations for Diplomatic and Consular Mission personnel;
– the deployment and interconnection of the SIGRH database;
– the production of provisional files;
– the handling of complaints;
– the production of the final report;
– the availability of the new Integrated Human Resources Management System for the State and Territorial Communities.

2. The Minister of Foreign Affairs and International Cooperation informed the Council of Ministers about the conclusions of the West Africa Regional Conference in preparation for the 9th Pan-African Congress. As part of the preparatory activities for the 9th Pan-African Congress scheduled to take place in Lomé from October 29 to November 2, 2024, the Republic of Mali, at the request of the Togolese authorities, hosted the “Regional Conference for West Africa” on March 14 and 15, 2024, under the theme “Diasporas, Afro-descendants, and Development.”

The meeting brought together around a hundred participants, including Ministers and delegation heads from West African countries, government representatives from member states of the Higher Committee of the African Union responsible for the 2021-2031 Agenda, members of the Scientific Committee of the 9th Congress, personalities from African diasporas and Afro-descendant communities, economic operators and investors operating in various sectors, national and international experts, and pan-African activists.

At the end of the proceedings, the participants adopted the “Declaration of the West Africa Regional Conference,” whose conclusions will be presented by the Minister of Foreign Affairs and International Cooperation at the 9th Pan-African Congress in Lomé, Togo. On the sidelines of the regional conference, the Minister of Foreign Affairs and International Cooperation chaired the ministerial meeting of the African Political Alliance.
