On April 9, 2024, President Kiir of South Sudan held a meeting with Lawrence Korbany, the recently appointed IGAD envoy to Sudan. The purpose of their discussion was to explore how Korbany’s diplomatic skills could be utilized to facilitate dialogue between the conflicting parties in Sudan.
Lawrence Korbany, a South Sudanese lawyer, was chosen by IGAD in March 2024 to collaborate with various stakeholders and international partners in the pursuit of a sustainable peace solution. This appointment came after a period of strained relations between Sudan and IGAD in late 2023, which resulted from allegations of perceived bias.
During their meeting, President Kiir shared his perspective on the importance of fostering dialogue among the warring factions, while Korbany outlined his strategies for reestablishing peace and stability in Sudan. Kiir commended Korbany for his regional peace initiatives, underscoring the significance of collaboration in advancing the peace process.
As per an IGAD statement, Korbany will assume a pivotal role in facilitating discussions by engaging with stakeholders in Khartoum, including the conflicting parties. His responsibilities also encompass facilitating consensus-building, instituting a robust coordination framework, and actively participating in the peace-building efforts.
Diplomats and observers interviewed by Sudan Tribune expressed the belief that Korbany’s appointment was long overdue, suggesting that it should have ideally taken place in 2023. The initial plan for the envoy to report to the IGAD Quartet (comprising Kenya, South Sudan, Ethiopia, and Djibouti) was abandoned due to objections from Sudan. Consequently, IGAD has adopted a fresh approach to its involvement in the peace process.
However, Sudan’s military rulers have refrained from engaging with the regional bloc directly or involving them in addressing the Sudanese crisis. Instead, they may participate in the Jeddah process alongside Saudi Arabia and the United States.
