The Sudan People’s Liberation Movement (SPLM) party has put forth a proposal for presidential and gubernatorial elections to be held in December, with parliamentary elections to follow next year. This proposal leaves it up to the parties signed on to the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS) to decide whether to go for General Elections or Executive Elections.

The decision to propose these elections came after a meeting held by the SPLM leadership on February 6, 2024, where the party’s working committee reached a resolution. The party’s leadership emphasized that factors such as a new census, the establishment of a permanent constitution, and the return of refugees, which have been mentioned as prerequisites for holding elections, are being used as excuses to extend the Transitional Government of National Unity (R-TGONU). The SPLM believes that these factors should not hinder the electoral process, and that a new government, once elected, can address any unimplemented provisions of the R-ARCSS.

Peter Lam, the SPLM Secretary, stated that preparations for the elections will begin promptly if the National Assembly approves the budget for the election institutions in the first week of April 2024. This demonstrates the party’s commitment to moving forward with the electoral process and upholding democratic principles within the country.

The SPLM’s proposal for elections reflects a desire to continue the progress made under the R-ARCSS and to ensure a smooth transition to a new government that can effectively address the challenges facing South Sudan. By proposing specific timelines for elections at different levels of government, the party is laying a foundation for a structured and orderly electoral process that can lead to a legitimate and representative government.

The decision to hold elections also highlights the importance of democratic governance and the need for popular participation in shaping the future of the country. By giving the parties signed on to the R-ARCSS the option to choose between General Elections and Executive Elections, the SPLM is promoting inclusivity and allowing for diverse voices to be heard in the political process.

Overall, the SPLM’s proposal for elections in December and next year reflects a commitment to democratic principles and a desire to move the country forward towards peace and stability. By taking concrete steps towards holding elections and ensuring a smooth transition to a new government, the party is setting a positive example for other political actors in South Sudan and demonstrating its dedication to democratic governance.
