On March 9, 2024, a South Sudanese lawmaker and the minister of Presidential Affairs are advocating for the Central Bank governor to be given a longer tenure to ensure stability and successful implementation of monetary policies. Maker Thiong, a legislator from Jonglei state, emphasized the importance of continuity in leadership within the Central Bank to promote stability and effective service delivery. He highlighted the detrimental impact of frequent changes in leadership, which disrupts the implementation of planned activities and hinders progress.
Thiong expressed concerns about the premature removal of Central Bank governors before they have the opportunity to fully execute their plans. Bakosoro emphasized the importance of providing individuals with the opportunity to demonstrate their skills and abilities by allowing them enough time to fulfill their duties effectively. He drew from his Azande culture, where individuals are given three chances before serious action is taken, to highlight the significance of giving officials a chance to plan and execute their initiatives.
Bakosoro reiterated the detrimental impact of short tenures on service delivery and emphasized the necessity of providing officials with the time and resources to implement their plans successfully. He stated that job security and the opportunity to exercise one’s abilities are essential for progress and development within an organization or institution. Bakosoro advocated for a longer tenure as a means of promoting stability, continuity, and effective performance among appointed officials.
Garang, a US-trained economist who was appointed as Central Bank governor in 2023, has introduced several initiatives to strengthen monetary policy and stabilize the market. These measures include maintaining restrictive monetary policies, revisiting the deployment of monetary instruments, and modernizing payment systems to foster financial inclusion. However, the frequent turnover of officials within the bank undermines the Bank of South Sudan Act 2011, amended in 2023.
