Allegations of corporal punishment, sexual bullying of boys by older girls, and racism have surfaced at a primary school in the Western Cape, as reported by concerned parents to education authorities. The parent who filed a grievance on behalf of others wished to remain anonymous to protect their child’s identity. The complaints were initially raised in August and were later submitted in writing to the Western Cape Education Department (WCED) for investigation.
The headmaster of Kronendal Primary in Hout Bay, Nathan Levendal, refrained from commenting on the issue and directed inquiries to the WCED. The WCED spokesperson, Bronagh Hammond, acknowledged the allegations and confirmed that the department had taken action in response. Hammond stated that they had engaged with the complainant and arranged a meeting with the concerned parents, addressing their issues and concerns.
Furthermore, Hammond noted that a group of parents had distanced themselves from the initial complaint, stating that many of the allegations lacked evidence. Despite this, the school was advised to review its Code of Conduct concerning search and seizures. The WCED made efforts to communicate with the complainant multiple times, although the parent expressed dissatisfaction with the outcome of the investigation. Hammond reiterated the department’s commitment to addressing any grievances brought forward by concerned parents.
The grievance filed by a Grade 3 learner’s mother detailed incidents of sexual bullying involving the boy and older girls in the school bathroom. The mother reported that her son was coerced by the girls to engage in sexual activities and highlighted the lack of a thorough investigation into the matter by school authorities. Similar incidents involving different girls were also reported by another parent.
The grievance further outlined various allegations, including corporal punishment, violation of children’s rights, racism by a senior phase teacher, withholding of exam reports for unpaid school fees, teachers humiliating learners, and inadequate teaching practices by certain staff members. These allegations shed light on the challenging environment that some students may be facing at Kronendal Primary.
Despite attempts to address the grievances internally, the complainant claimed that an official response from WCED regarding the outcome of the investigation had not been received. The ongoing concerns raised by parents underscore the need for a comprehensive review of the school’s policies and practices to ensure the safety and well-being of all learners.
