The upcoming July presidential race in Rwanda has seen a significant development as two of the oldest and politically influential parties, the Liberal Party (PL) and the Social Democratic Party (PSD), have announced their endorsement of the Rwanda Patriotic Front (RPF) candidate, Paul Kagame. This move adds to the support already given by four smaller political parties within a coalition with the ruling RPF, namely the Ideal Democratic Party (PDI), Democratic Union of the Rwandan People’s Party (UDPR), Prosperity and Solidarity Party (PSP), and Rwandan Socialist Party (PSR).

The historical alliance between PL and PSD with the ruling party is evident through their leaders’ past service in various government positions. For instance, Donatille Mukabalisa, the president of the Liberal Party, also holds the position of Speaker of Parliament. The endorsement of Kagame by these parties is based on his track record in developing key sectors such as agriculture, education, health, and security, according to Mr. Mukabalisa.

Foreign Minister Vincent Biruta, who is also the president of PSD, emphasized the importance of President Kagame’s openness to considering ideas from different political parties. PSD, formed in 1991, has had a longstanding alliance with the RPF since its inception, following the military conflict initiated by the RPA, the RPF’s military wing, against President Juvenal Habyarimana’s government.

Both PL and PSD have had opportunities to field presidential candidates in past elections, with Prosper Higiro representing PL in 2010 and Jean Damascene Ntawukuriryayo as the PSD candidate. In the election results, President Kagame overwhelmingly secured 93.08% of the vote, with Ntawukuriryayo and Higiro garnering 5.5% and 1.3%, respectively. Despite their defeat, both candidates accepted the results and continued to collaborate with the government.

Following the reintroduction of the multiparty system in 1991, PSD and PL were established to advocate for political pluralism, the rule of law, democracy, and human rights. These parties played a crucial role in exerting internal pressure on the ruling MRND party and fostering a more open political environment in Rwanda.

While some critics argue that smaller parties aligning with the ruling party prioritize their political survival over challenging the status quo, supporters emphasize the importance of unity, development, and democracy as key factors in endorsing President Kagame. The parties assert their democratic rights to support the candidate who aligns with their values and priorities for the country.

In conclusion, the endorsement of President Kagame by the Liberal Party and the Social Democratic Party reflects the complex political landscape in Rwanda, characterized by historical alliances, ideological considerations, and strategic partnerships. Despite differing opinions on the nature of political alliances, these parties continue to play a significant role in shaping Rwanda’s political future.
