Senegal: The electoral campaign starts on March 9 and ends on March 22! – Africa Links 24

The electoral campaign for the presidential election on March 24 will start on Sunday, March 9, 2024 at midnight. This announcement was made by the National Audiovisual Regulation Council (CNRA) of Senegal.

The CNRA of Senegal states in a note that: “the airtime on public Radio and Television made available to the candidates for the presidential election on March 24, 2024, will be broadcast under the conditions set by decision No. 0001 CNRA/P/DC./rb of January 31, 2024.” According to the same note, the airtime on public Radio and Television made available to the candidates for the presidential election on March 24, 2024, is three (03) minutes per day per candidate.

The electoral campaign will start on Sunday, March 10, 2024 at midnight and will run until Friday, March 22, 2024 at midnight.

It will therefore last for 13 days.

The National Audiovisual Regulation Council,

Having seen the Constitution;

Having seen law No. 2006-04 of January 4, 2006 establishing the National Audiovisual Regulation Council;

Having seen law No. 2021-35 of July 23, 2021 amending the Electoral Code;

Having seen decree No. 2024-690 of March 6, 2024 setting the date of the presidential election;

Having seen decree No. 2024-691 of March 6, 2024 convening the electoral body for the presidential election on March 24, 2024;

Having seen decision No. 4/E/2024 of the Constitutional Council of February 20, 2024 amending the list of candidates for the presidential election;

Having seen decision No. 0001 CNRA/P/DC./rb of January 31, 2024 fixing the number, duration, times as well as the modalities of the election propaganda program reserved for the candidates for the presidential election broadcast by the Senegalese Radio Television (RTS);

SPECIFIES

The airtime on public Radio and Television made available to the candidates for the presidential election on March 24, 2024 is broadcast under the conditions set by decision No. 0001 CNRA/P/DC./rb of January 31, 2024.

In the first round,

the airtime on public Radio and Television made available to the candidates for the presidential election on March 24, 2024, is three (03) minutes per day per candidate, from Sunday, March 10, 2024 at midnight to Friday, March 22, 2024 at midnight;

the first program reserved for the candidates for the presidential election will be broadcast on Sunday, March 10, 2024 and will be produced based on the candidates’ statements only;

the recording of the candidates’ first campaign declaration is mandatory in the RTS studios on Friday, March 8 and Saturday, March 9, 2024 following the order of draw chosen by the CNRA in the presence of the candidates’ representatives and the scheduling fixed by the RTS and given to the candidates’ representatives;

the programs related to the electoral campaign for the first round are broadcast in two (02) slots every day: the first starting at 18:40, the second starting at 20:40.

If there is a second round of voting,

the airtime made available to the candidates is seven (07) minutes and is broadcast in one (01) slot every day starting at 9pm;

the candidates’ airtime is broadcast from the second day following the posting of the list of candidates at the Constitutional Council registry and its broadcast stops the day before the election at midnight;

the order of appearance on the first program is established according to the ranking from the draw conducted on January 29, 2024 at the CNRA headquarters in the presence of the candidates’ representatives selected for the first round of voting;

the first program is produced based on the candidates’ statements only and is recorded in the RTS studios the day following the posting of the list of candidates by the Constitutional Council, according to the schedule chosen by the RTS and communicated to the candidates by the CNRA.
