Mamadou Lamine Diallo, candidate of the MLDTEKKI2024 Coalition in the presidential election, proposes a program called: “National Recovery Agenda of Senegal” focused on four (4) pillars and six (6) emergency measures, which he believes will, in the short term, calm the socio-political climate, address urgent needs, and relieve the difficulties faced by the Senegalese people, reform the economy to create enough decent jobs for the youth and income for everyone.

In Pillar 2 of his program entitled: “Reconciling Senegalese with its Institutions,” the economist engineer proposes to reduce the powers of the President of the Republic from the moment he takes office. “I propose to reduce, from the moment I take office, the powers of the President of the Republic and to regulate them in certain areas: The President of the Republic will no longer be the President of the Superior Council of the Judiciary; appointments to civilian and military positions will be organized according to specific rules for the positions considered,” reads his program.

According to the presidential candidate, the political funds of the Presidency of the Republic will be regulated and must adhere to the principle of admissibility, like all public funds. “The President’s powers in terms of natural resources, including land, will be limited. Local officials will be involved in the process (the President decides after the favorable opinion of a local commission and then a national commission),” he proposes.

For Mamadou Lamine Diallo, the “President of the Republic will be subject to justice and may be brought before the court for decisions contrary to the interests of Senegal. In particular, the facts constituting high treason will be specified in the law to give a concrete content to high treason.”

According to the leader of the MLDTEKKI2024 Coalition, the President of the Republic will no longer have the discretion to prevent prosecutions against certain individuals, especially following actions noted by oversight bodies. According to him, these bodies will have the right to directly refer cases to the courts depending on the seriousness of the offenses. “This legal accountability will be extended to the entire administration: executive, legislative, and judiciary,” Mr. Diallo indicates.
