The Council of Ministers met on Wednesday, February 28, 2024 at the Palace of the Republic, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL. At the beginning of his communication, the President of the Republic thanked and congratulated the participants and all stakeholders in the National Dialogue who responded to his invitation during the consultation held on February 26 and 27, which once again demonstrated the greatness and sense of responsibility of the Senegalese people, as well as the vitality and radiance of our democracy.

The Head of State praised the constructive and republican spirit that marked the work with proposals that allow to determine, in the convergence of views, realism and consensus, an adjusted electoral calendar, integrating the new date of the presidential election.

In this dynamic, the President of the Republic will receive the report of the National Dialogue during an audience scheduled for Monday, March 4, 2024.

In accordance with Article 92 of the Constitution, the President of the Republic will refer the conclusions and recommendations of the National Dialogue to the Constitutional Council to seek its opinion.

The President of the Republic also praised the willingness for appeasement, pacification of the political space, reconciliation, and transcendence of all actors in the National Dialogue to preserve the stability of the country and consolidate a united, resilient, and prosperous Senegal in solidarity, equity, and the well-being of its population.

To this end, the Head of State reminded the Council of his intention to adopt a bill of amnesty today, which will be presented to the National Assembly as soon as possible. Furthermore, the President invited the Government to implement assistance measures for the families of those who died during protests.

Continuing his communication on consumer rights, the President recalled his directions and the efforts made by the State with the application of the law 2021-25 of April 12, 2021 on prices and consumer protection.

In this perspective, the Head of State asked the Prime Minister and the Minister of Commerce, Consumer Affairs, and SMEs to provide updates on: (i) the implementation of economic and social measures to combat the high cost of living adopted in November 2022, (ii) the policy of price control for staple food items.

In this period of Lent and soon Ramadan, the President emphasized the need to ensure proper supply of markets with essential food products at accessible prices for the population.

In this regard, the Head of State stressed the importance of mobilizing state services in the context of economic control to ensure strict compliance with approved prices.

The President thus invited the Minister in charge of Commerce to continue rapid consultations with stakeholders in the Commerce ecosystem to anticipate and curb any speculation on the markets.

The Head of State also highlighted the urgency of establishing a strategy to strengthen consumer rights in the context of the International Consumer Rights Day on March 15, 2024.

Taking advantage of the celebration on Friday, March 1, 2024, of International Civil Protection Day, the President recalled the significant achievements made to reinforce the transformation and empowerment of the National Fire Brigade (BNSP), whose territorial presence, equipment, human resources, and intervention doctrine have been significantly improved since 2012.

In this momentum, the President asked the Minister of the Interior and the Minister in charge of Civil Protection and Community Security to accelerate the territorial implementation of the National Civil Protection Strategy in coordination with local authorities, decentralized administrative authorities, private stakeholders, and communities.

Furthermore, the Head of State emphasized the importance of ensuring civil security in public places receiving people, markets, commercial spaces, and public buildings, as well as conducting regular audits and controls of buildings in danger of collapse, and classified establishments and infrastructures.

On social climate, management and monitoring of internal affairs, the Head of State discussed the development of the Casamance natural region and the Dakar-Ziguinchor maritime connection, instructing the Prime Minister to take urgent and appropriate measures with the relevant Ministers to accelerate the development of land, maritime, and air transport systems serving the Kolda, Sédhiou, and Ziguinchor regions.

In his communication, the Prime Minister discussed the coordination of government activities, including:

– A ministerial council dedicated to the pilgrimage to the Holy Places of Islam;
– Consultations with the University community;
– The reception of high-yielding dairy cows;
– The implementation status of the Special Unblocking Program;
– The status of the payment of family security scholarships.

In the MINISTERIAL COMMUNICATIONS section:

– The Minister of Foreign Affairs and Senegalese Abroad presented a communication on the international situation;
– The Minister of National Education presented a communication on the pedagogical and social situation;
– The Minister of Higher Education, Research, and Innovation presented a communication on the pedagogical and social situation in higher education establishments, the orientation of new baccalaureate holders, the launch of the supercomputer, and the Gainde-Sat Nano satellite launch;
– The Minister of Agriculture, Rural Equipment and Food Sovereignty presented a communication on the follow-up of the 2023/2024 peanut marketing campaign, the 2023/2024 cold season campaign, horticultural exports, and agricultural equipment.

Under LEGISLATIVE AND REGULATORY TEXTS:

The Council examined and adopted:
– The amnesty bill;
– The decree amending decree no. 2020-1788 of September 23, 2020, creating a special retirement allowance for teachers and researchers at universities.

Under INDIVIDUAL MEASURES:
The President of the Republic made the following decisions:
– Mr. Diène NDIAYE, Fisheries and Aquaculture Engineer, previously Chief of Staff for the Minister of Tourism and Leisure, is appointed Secretary General of the Ministry of Tourism and Leisure, replacing Mr. Mamadou Bassirou NDIAYE, who is reassigned to other duties.
– Mr. Mamadou Lamine Bara GUEYE, holder of an MBA in Quality Health Safety and Environment, is appointed Director General of the Office for the Management of Sports Infrastructures.
– Mr. Pape Sambare NDIAYE, Principal Civil Administrator, is appointed Director of General Administration and Equipment at the Ministry of Petroleum and Energy, replacing Mr. Ibrahima NDIAYE, who is retiring.
