Created in 2023, the Sursaut citoyen movement, a framework for consultation composed of experts and intellectuals on several domains, is holding a headquarters in Dakar from March 14 to 26 to discuss “ideas of citizen centrality.”

According to Mamadou Lamine Loum, the goal is “to ensure, on the occasion of the Presidential election on March 24, that citizens make it a point of honor to defend their citizen demands in the face of political decision-makers’ offers and that they are taken into account in all state affairs.”

In connection with other civil society organizations, the movement plans to work, on the eve of the presidential election, around the conclusions of the National Conventions and the National Commission for Institutional Reform (Cnri) to “highlight the most prevalent elements and take charge of them and have them validated by the various candidates.”

Consisting of eleven principles, the National Pact for Good Governance is being submitted to the 19 Presidential candidates, of which 11 have already shown interest. Thus, the Sursaut citoyen movement proposes to its signatories to “promote in their programs and electoral speeches the commitments made to transform Senegal in the direction of democracy and the rule of law.”

In essence, it is about promoting the principles of the pact in the campaign and helping voters understand the value of these transformations, according to former minister Mamadou Ndoye. The platform has also committed to ensuring that the commitments of the pact are implemented by the future winner of the Presidential election.
