Claver Gatete has assumed the leadership of the United Nations’ Economic Commission for Africa (ECA) at a critical point in time. As we approach the halfway mark of the UN Sustainable Development Goals (SDGs) and as Africa embarks on the second decade of its development agenda, Agenda 2063, Gatete’s tenure comes amidst significant global and regional challenges.

The lingering effects of the Covid-19 pandemic continue to cast a shadow over the global economy, with African countries struggling to recover from supply chain disruptions, inflation spikes, and subsequent interest rate increases. The conflict in Ukraine adds to the existing instability, signaling a shift in the established rules-based neoliberal order that emerged in the aftermath of World War II.

In addition to these challenges, African countries face a lack of concessional or affordable financing, posing obstacles to their economic development. Climate-related threats further compound the situation, underscoring the urgent need for Africa to have a greater voice in global economic and political structures that impact its development.

Gatete steps into his role as the executive secretary of the ECA, an organization created to promote economic and social development, intra-regional integration, and international cooperation for Africa’s development. The ECA provides advice to member states, strengthens macroeconomic policy, and supports regional integration efforts.

Gatete’s vision for the ECA includes supporting macroeconomic management, facilitating the implementation of the African Union’s Agenda 2063, and aligning with the SDGs. He emphasizes the importance of financing and the need for African countries to have access to affordable, long-term capital to drive their development agendas.

Recognizing the shortcomings of the current global financial architecture, Gatete advocates for reforms to ensure that African countries can access necessary funding. He highlights the importance of collective action involving governments, the private sector, and international financial institutions to address financial challenges and support development initiatives.

Gatete stresses the significance of regional cooperation, citing examples from his experience in Rwanda. He emphasizes the need for cross-border projects that offer scale and profitability, advocating for regional energy and infrastructure initiatives to drive economic growth.

Technology plays a crucial role in Gatete’s strategy for development, with a focus on connectivity and innovation. He emphasizes the importance of sharing successful technological advancements across countries to accelerate progress and achieve quick wins in development.

Despite the complex challenges facing Africa, Gatete remains optimistic about the continent’s future, expressing confidence that Africa is poised for growth and development. His leadership at the ECA is poised to shape the organization’s role in addressing key economic and developmental issues in Africa and advocating for reforms in the global financial system.
