On April 12, 2010, President Obama declared a national emergency under the International Emergency Economic Powers Act in response to the deteriorating security situation and ongoing violence in Somalia. Acts of piracy and armed robbery at sea, along with violations of the arms embargo imposed by the United Nations Security Council, were cited as issues of concern.

Two years later, on July 20, 2012, President Obama issued Executive Order 13620 to address the national emergency declared in 2010. This action was in response to United Nations Security Council Resolutions 2036 and 2002, focusing on the export of charcoal from Somalia, the misappropriation of public assets, and acts of violence against civilians. These issues were seen as contributing to the ongoing security challenges in Somalia.

The threats posed by the situation in Somalia were deemed to still be significant, leading to the decision to extend the national emergency beyond April 12, 2024. This decision was taken to ensure that the measures put in place in 2010 and 2012 to address these threats remain in effect. As per the National Emergencies Act, this extension would be for a period of one year.

In accordance with his authority under the National Emergencies Act, President Biden Jr. announced the continuation of the national emergency declared in Executive Order 13536. This notice was published in the Federal Register and transmitted to Congress on April 9, 2024.

The situation in Somalia continues to be a concern for the United States due to the ongoing security challenges and acts of violence in the region. The measures implemented through the executive orders in 2010 and 2012 were seen as necessary to address these threats, and their continuation is deemed essential for national security and foreign policy interests.

President Biden Jr.’s decision to extend the national emergency reflects the ongoing commitment of the United States to addressing the challenges posed by the situation in Somalia. It highlights the importance of international cooperation and efforts to ensure stability and security in the region.
