The news that President William Ruto has been endorsed as the new African Union Champion for Institutional Reforms has created a buzz in the African political scene. The Assembly of African Union Heads of State and Government, meeting in Addis Ababa, Ethiopia, over the weekend, formally appointed President Ruto to this position. The newly appointed Champion for Institutional Reforms will be responsible for providing political leadership and vision to complete the Comprehensive Institutional Reform Initiative launched in 2016, taking over the mantle from President Paul Kagame of Rwanda.

In his new role, President Ruto is expected to play a critical role in reforming the structure, functioning, and focus of the African Union Commission, AU organs, and specialized agencies. The goal is to make these entities more effective and efficient in managing African Union programs. According to a State House briefing, President Ruto has expressed his readiness to lead the continent in advancing the international financial reform agenda. The President has advocated for the removal of trade barriers in Africa, emphasizing Kenya’s full focus on the subject.

During the Presidential Dialogue on Reform of Global Financial Institutions in Addis Ababa, President Ruto called for more investments in renewable energy generation capacity and underscored Africa’s potential to become a global agricultural powerhouse. He mentioned that 2024 and 2025 are crucial years to push the agenda, emphasizing the need for high-level coordination among various actors to achieve the continent’s goals. President Ruto welcomed the launch of the Africa Club, an Alliance of African Multilateral Financial Institutions, aimed at fostering regional collaboration and informing international reform.

President Ruto has consistently maintained Africa’s voice in calling for a global finance revolution to drive climate investment. During the United Nations General Assembly in New York, he stressed the importance of driving investment to help African countries address the green energy transition, boosting the continent’s economies while adapting to extreme weather conditions.

Furthermore, the inaugural Africa Climate Summit in Nairobi, which was spearheaded by President Ruto, crafted the Africa Climate Summit Nairobi Declaration, pushing for accelerated climate action and financing mechanisms in a new financing architecture responsive to Africa’s needs, including debt restructuring.

President Ruto has also positioned himself as a climate advocate, playing a critical role in promoting a new financial framework to tackle global climate challenges during his visit to Paris. Overall, the President’s efforts underscore the key role he is expected to play as the new African Union Champion for Institutional Reforms, with a focus on reshaping the financial and climate landscape of the continent.

While the official endorsement has only recently taken place, it is clear that President Ruto has been vocal about his stances on international financial reform, climate action, and environmental sustainability. As he takes on this new role, it will be interesting to observe how his leadership and vision will drive the completion of the Comprehensive Institutional Reform Initiative and positively impact the African Union and its member states.
