President of the Republic of Somaliland, Mr. Muse Bihi Abdi today on 09/03/2024 issued presidential decrees implementing two laws: the Electoral Law Amendment and Codification Act; Law No. 91/2023. And the Organization and Regulation of Political Parties and Political Associations Law No. 14/2023.
The presidential decrees enacted are as follows:
1. The Electoral Law Amendment and Codification Act; Law No. 91/2023.
– According to Articles 75, 77, and 78 of the Constitution of the Republic of Somaliland;
– According to the resolution of the House of Representatives with the reference number GW/JSL/10/68/2024 dated 19/02/2024, aimed at finalizing the implementation of the Electoral Law Amendment and Codification Act; Law No. 91/2023; (Resolution No. GW/KF- 7/01/2024);
– According to the decision of the Constitutional Court with the reference number MSD/DDL/01/2024 dated 07/03/2024 concerning Paragraphs 5 and 6 of Article 93 of the Electoral Law Amendment and Codification Act; Law No. 91/2023;
– According to the decision of the Constitutional Court with the reference number MSD/DDL/02/2024 dated 07/03/2024 concerning the word “Ten” in Paragraphs 2, 3, and 4 of Article 93 of the Electoral Law Amendment and Codification Act; Law No. 91/2023;
The presidential decrees related to the Electoral Law Amendment and Codification Act; Law No. 91/2023 are issued in accordance with the rulings of the Constitutional Court with reference numbers MSD/DDL/01/2024 dated 07/03/2024 and MSD/DDL/02/2024 dated 07/03/2024.
2. The Organization and Regulation of Political Parties and Political Associations Law No. 14/2023
– According to Article 90 of the Constitution of the Republic of Somaliland;
– According to Articles 75, 77, and 78 of the Constitution of the Republic of Somaliland;
– According to the resolution of the House of Representatives with the reference number GW/JSL/10/68/2024 dated 19/02/2024, aimed at finalizing the implementation of the Organization and Regulation of Political Parties and Political Associations Law No. 14/2023; (Resolution No. GW/KF- 7/02/2024);
These presidential decrees related to the Organization and Regulation of Political Parties and Political Associations Law No. 14/2023 are issued accordingly.
