On April 14, 2024, the Norwegian Minister of International Development, Anne Beatle Tvinnereim, and her Foreign Affairs counterpart, Espen Barth Eide, expressed deep concerns regarding the devastating impact of a year-long conflict in Sudan. In a joint statement released on Monday, the ministers highlighted the urgent need for intervention to alleviate the immense suffering experienced by the Sudanese people, as the approaching anniversary of the war’s outbreak on April 15 loomed ominously.

The statement emphasized the alarming human cost of the conflict, with thousands losing their lives or sustaining injuries, and over one-fifth of Sudan’s population being forcibly displaced, marking it as the largest displacement crisis in the world. The dire humanitarian situation is further compounded by widespread hunger, malnutrition, and disease, with millions facing acute food insecurity and millions more teetering on the brink of famine.

Norway strongly condemned the egregious violations of international humanitarian and human rights law committed by both warring factions, including reports of widespread conflict-related sexual violence. The ministers emphasized the necessity of holding the perpetrators accountable and ensuring justice for the victims.

Advocating against a military resolution, Norway called for a comprehensive and inclusive political process spearheaded by a civilian government grounded in democratic principles. Such a process, they argued, is crucial for attaining enduring peace and stability in Sudan, with meaningful involvement from women and youth.

Despite the grim circumstances, the ministers acknowledged glimmers of hope, recognizing the resilience of Sudanese civil society and grassroots organizations in lessening the impact of the conflict. They commended the bravery and initiative of local emergency response efforts and youth networks in offering vital humanitarian aid amidst adversities.

Norway reaffirmed its steadfast dedication to the Sudanese people’s aspirations for freedom, peace, and justice, as exemplified by the 2018-2019 Revolution. The ministers promised ongoing assistance for Sudan’s transition towards a brighter future, firmly opposing any encroachment of authoritarianism.

The statement conveyed Norway’s solidarity with Sudan, emphasizing the conviction that a new and improved Sudan can emerge from the depths of the current crisis through sustained international cooperation and resolve. The ministers underscored the belief in the potential for a better future for Sudan, with the collective efforts of the global community in tow.
