The Federal Executive Council (FEC) has recently made a decision to fully implement certain aspects of the 2012 Stephen Oronsaye Report, after twelve years of deliberation. This decision was announced by the Minister of Information and National Orientation, Mohammed Idris, who emphasized that this move was in line with the president’s commitment to reducing the cost of governance in Nigeria.
As a result of this decision, numerous agencies will either be merged, subsumed, relocated, or completely scrapped. The goal of these changes is to streamline operations, eliminate duplication of efforts, and ultimately improve efficiency in the public sector. Below is a comprehensive list of all the affected agencies and the changes that will be implemented.
Agencies to be merged:
1. National Agency for Control of HIV/AIDS (NACA) will be merged with the Centre for Disease Control in the Federal Ministry of Health.
2. National Emergency Management Agency will be merged with the National Commission for Refugee Migration and Internally Displaced Persons.
3. The Directorate of Technical Cooperation in Africa will be merged with the Directorate of Technical Aid and will function as a department in the Ministry of Foreign Affairs.
4. Infrastructure Concession Regulatory Commission will be merged with the Bureau for Public Enterprises.
5. Nigerian Investment Promotion Commission will be merged with the Nigerian Export Promotion Council.
6. National Agency for Science and Engineering Infrastructure will be merged with National Centre for Agriculture Mechanization and Project Development Institute.
7. The National Biotechnology Development Agency will be merged with the National Centre for Genetic Resource and Biotechnology.
8. National Institute for Leather Science Technology will be merged with the National Institute for Chemical Technology.
9. The Nomadic Education Commission will be merged with the National Commission for Mass Literacy, Adult Education and Non-formal Education.
10. Federal Radio Corporation will be merged with the Voice of Nigeria.
11. The National Commission for Museum and Monuments will be merged with the National Gallery of Arts.
12. The National Theatre will be merged with the National Troupe of Nigeria.
13. The National Metrological Development Centre will be merged with the National Metrological Training Institute.
14. The Nigerian Army University, Biu, will be merged with the Nigerian Defence Academy to function as a faculty within the Nigerian Defence Academy.
15. Air Force Institute of Technology will also be merged with the Nigerian Defence Academy to function as a faculty of the Nigerian Defence Academy.
Agencies to be subsumed:
1. The Service Compact with Nigeria (SERVICOM) will be subsumed to function as a department under the Bureau for Public Service Reform.
2. The Border Communities Development Agency will be subsumed to function as a department under the National Boundary Commission.
3. The National Salaries Income and Wages Commission will be subsumed into the Revenue Mobilization and Fiscal Allocation Commission.
4. The Institute for Peace and Conflict Resolution will be subsumed under the Institute for International Affairs.
5. The Public Complaints Commission will be subsumed under the National Human Rights Commission.
6. The Nigerian Institute for Trypanosomiasis will be subsumed into the Institute for Veterinary Research.
7. The National Medicine Development Agency will be subsumed under the National Institute for Pharmaceutical Research and Development.
8. The National Intelligence Agency Pension Commission will be subsumed under the Nigerian Pension Commission.
9. National Film and Video Censors Board (NFVCB) will be subsumed into the Ministry of Arts, Culture and Creative Economy.
Agencies to be relocated:
1. The Niger Delta Power Holding Company will be relocated to the Ministry of Power.
2. The National Agricultural Land Development Agency will be relocated to the Federal Ministry of Agriculture and Food Security.
3. The National Blood Service Commission will be converted into an agency and relocated to the Federal Ministry of Health.
4. The Nigerian Diaspora Commission will be converted into an agency and relocated to the Federal Ministry of Finance.
Agencies to be scrapped:
1. Pension Transitional Arrangement Directorate will be scrapped and its functions transferred to the Federal Ministry of Finance.
2. National Senior Secondary School Education Commission (NSSEC) will be scrapped and its functions transferred to the Department of Basic and Secondary Education in the Federal Ministry of Education.
These changes are expected to lead to a more efficient and cost-effective public sector in Nigeria, as the government works towards improving service delivery and reducing the overall cost of governance in the country.
