The Lagos State Government has recently introduced its new Water Supply, Sanitation, and Hygiene (WASH) policy, with the primary goal of enhancing access to clean water and sanitation facilities. This initiative aligns with the UN Sustainable Development Goal (SDG) Six, which focuses on ensuring clean water and sanitation for all. The policy was officially unveiled during an event organized to mark the 2024 World Water Day, under the theme “Water for Peace.”
The development of the Lagos State WASH policy was made possible through collaboration between the Lagos State Government and the United States Agency for International Development (USAID). Specifically, the policy received technical support from the USAID/Nigeria Lagos Urban Water, Sanitation, and Hygiene (LUWASH) Activity.
Governor Babajide Sanwo-Olu, represented by the Commissioner for Environment and Water Resources, Mr. Tokunbo Wahab, highlighted the significance of the policy as a guiding framework in the journey towards achieving universal access to clean water and sanitation. The policy emphasizes a holistic approach to water management, including strategies for conservation, pollution prevention, and equitable distribution.
By implementing the provisions of the WASH Policy, the government aims to ensure inclusivity and equity in addressing water scarcity and unequal access to water resources. This commitment is essential in promoting water security, peace, and sustainability in urban areas. The LUWASH project, funded by USAID, plays a crucial role in supporting water security and sustainability initiatives in urban settings.
The LUWASH project is engaged in various activities to enhance water services in Lagos, including rehabilitating micro/mini water works for the Lagos Water Corporation (LWC) and providing capacity building for the Lagos State Water Regulatory Commission (LASWARCO) on tariff setting. Additionally, LUWASH is supporting the development of a business case for the Lagos State Wastewater Management Office (LSWMO), further contributing to improved water infrastructure and sanitation services.
Minister of Water Resources and Sanitation, Joseph Utsev, emphasized that access to clean water is still a luxury for many people globally, leading to inequalities, conflicts, and instability. Cooperation and effective management of shared water resources are crucial for public health, economic productivity, and environmental integrity. Water plays a significant role in peace-building efforts and can either foster peace or instigate conflicts depending on its availability and quality.
LUWASH Chief of Party, Mr. James Racicot, explained that the LUWASH project aims to enhance the availability, quality, and utilization of safe water and sanitation services in Lagos. By strengthening governance structures and improving service provider performance, LUWASH seeks to increase access to sustainable water services and improve the quality of water sources. The project is also focused on capacity building for key stakeholders and rehabilitating water works to boost water production and distribution.
In conclusion, the Lagos State Government’s WASH policy and the LUWASH project underscore the commitment to ensuring clean water access, sanitation facilities, and sustainable water services for all residents.
