Governor Babagana Zulum of Borno has announced plans to construct 85,000 houses to resettle two million displaced persons in 66 communities across the state. This initiative was revealed during a meeting with the North-East Ambassadors’ Group, chaired by the British High Commissioner, Richard Montgomery, which includes High Commissioners, Ambassadors, UN Humanitarian Coordinator to Nigeria, Defence Attaches, and other humanitarian partners.
Zulum emphasized that the state government’s goal is to build schools, clinics, police posts, marketplaces, water points, secured farmlands, and vocational training centers in each of the 66 communities. The government is also committed to allocating 15% of its annual budget to expedite the resettlement process of displaced persons. Additionally, plans are underway to expand Maiduguri metropolis along six axes to accommodate those who choose to integrate into the city.
To achieve a sustainable solution for Internally Displaced Persons (IDPs), the state requires approximately $2.7 billion. Governor Zulum expressed his dedication to providing decent homes in secure areas for the displaced individuals, allowing them to reintegrate into communities or relocate as they see fit, while respecting their choices and dignity. He highlighted the importance of the Rehabilitation, Reconstruction, and Resettlement (RRR) program in mitigating internal displacement and maintaining security and peace in the region.
Acknowledging the support from development partners towards the Regional Stabilisation Facility and the UN offer, Zulum praised the positive impact on the lives of those affected by insurgency in the Lake Chad region. Regarding the alleged mass abduction of IDPs by Boko Haram insurgents in Ngala Local Government Area, Zulum urged caution in spreading unverified information and emphasized the need for sustainable livelihood solutions to prevent the return of individuals to conflict zones.
The British High Commissioner, Richard Montgomery, commended Governor Zulum for his leadership and commitment to improving the lives of the people in Borno State. He lauded Zulum’s vision for both short-term plans and the 25-year Borno State Development Plan, acknowledging the collective effort of bilateral partners, the UN family, the European Union, and international finance institutions in supporting the region’s stabilization and development.
The North East Ambassadors’ Group reiterated its commitment to assisting Borno State in implementing durable solutions to enhance the livelihoods of IDPs. The group, comprising various international partners, expressed a shared interest in promoting security and development in the North-East region.
