Nigeria: ANALYSIS: What influence can Africa wield at G20?

The African Union (AU) recently gained membership in the G20, sparking discussions about its readiness to represent Africa’s interests and influence global policy on various issues. While there is consensus on the importance of having a strong African voice in global governance, concerns exist regarding the AU’s ability to unite its member states and prioritize continental interests.

Questions arise about who should represent Africa at the G20 and whether AU members would delegate power to the AU Commission to act on their behalf. The ability of African countries to present unified positions at the forum and the potential influence the AU could wield are also perplexing. However, the just-concluded 37th AU summit provided hope that the organization can promote Africa’s interests globally while addressing global challenges.

The summit outlined the AU’s six priorities at the G20 for the next three years, emphasizing fast-tracking Agenda 2063, advocating for reform of international financial institutions, enhancing agricultural output, achieving a just energy transition, boosting trade and investment for the African Continental Free Trade Area, and improving Africa’s credit rating. Member states will fund the AU’s participation through the regular budget and grants from African financial institutions.

The AU’s representation at the G20 will be led by the rotating AU Assembly chair, with support from the AU Commission. This decision has raised concerns about the AU Commission’s limited global representation compared to member states. Despite this, opportunities for collaboration between the commission and member states, facilitated by the G20 Sherpa appointed by the AU Commission, are possible.

The AU’s ability to build consensus is challenged by the diverse interests of its 55 member states, impacting decision-making and slowing progress. Nevertheless, the AU’s inclusion in the G20 provides an opportunity to amplify Africa’s voice on global issues. Advocating for Africa’s connectivity to the global economy and addressing pressing challenges such as exclusionary growth, debt vulnerabilities, and climate change can enhance the AU’s influence and facilitate agenda-setting.

To maximize its impact at the G20, the AU must prioritize developing common African positions, finalizing key appointments like Sherpas and Sous-Sherpas, engaging in pre-summit negotiations, and ensuring continuity between summits. Collaboration with partners like the AU Development Agency, African Peer Review Mechanism, and UN Economic Commission for Africa can strengthen the AU’s position on global economic and financial governance.

South Africa’s experience in the G20 will be valuable in guiding the AU’s participation, with a focus on enabling the AU to advocate effectively for Africa’s interests at the global forum. While challenges persist in reaching consensus and influencing outcomes, the AU’s strategic approach to engagement at the G20 can enhance its role as a key player in shaping global governance.
