A Senior Advocate of Nigeria, SAN, Abdul Rafindadi, has congratulated Katsina State Governor Dikko Radda as the state marks its 37th anniversary.
DAILY NIGERIAN reports that the state was created in September 23, 1987 during the military regime of General Ibrahim Babangida.
