The Anti-Corruption Commission (ACC) is currently conducting an investigation into a case involving the principal of Hermann Gmeiner Primary School in Windhoek. It is alleged that the principal awarded a tender for the construction of six classrooms, a storeroom, and toilets to a company in which she is a co-owner. The tender cost the school over N$1.1 million.

Maureen Gottlieb, the school principal, is accused of awarding the classroom tender without following the proper procurement policy. ACC spokesperson Josephine Nghituwamata confirmed the allegations in an interview with The Namibian. However, Gottlieb declined to comment and referred inquiries to educational director Paulus Nghikembua.

Nghikembua stated that Gottlieb has not been suspended pending the ongoing investigations. The case is currently in the process of a disciplinary hearing. Ministry of Education, Arts, and Culture executive director Sanet Steenkamp confirmed that the ministry had investigated the matter.

The school board chairperson, Hilya Kambonde, voiced the parents’ desire for the principal to be dismissed. They want the school to recover from the damage caused by the principal’s actions. The parents’ board has made efforts to improve the situation, but some damage has been done to the school. Kambonde pointed out several offenses allegedly committed by the principal, including unauthorized personal loans, mishandling of school funds, and using school resources for personal benefit.

In September 2021, Kambonde questioned the principal about the construction of new classrooms without the board’s knowledge. The company involved in the construction reportedly received additional payments for fitting whiteboards, blackboards, and notice boards in the classrooms. Kambonde highlighted the principal’s misuse of school funds for personal expenses, such as fueling her car at the school’s expense.

The allegations have prompted the parents and the school board to take action in demanding accountability and transparency from the principal. They have expressed their position to recover what belongs to the school and ensure that the principal is held accountable for her actions.

The involvement of the ACC underscores the seriousness of the allegations and the need for transparency and accountability in school management.
