The Swapo politburo recently made a significant decision to endorse Netumbo Nandi-Ndaitwah as the ruling party’s presidential candidate for the upcoming elections in November. This decision was made to prevent internal division within the party just months before the elections. The politburo has also proposed moving the extraordinary congress to 2025 and has referred this decision to the central committee for further approval.

The central committee, which is dominated by Nandi-Ndaitwah’s faction, is expected to convene on 9 March to discuss and potentially approve the politburo’s decision. This move comes as the ruling party has faced threats of legal action over its top positions, prompting internal discussions and decision-making processes.

Swapo spokesperson, Hilma Nicanor, confirmed the recent politburo meeting, emphasizing that the party’s organs have been meeting regularly despite the recent hiatus due to the death of the former president, Hage Geingob. Nicanor also stressed the importance of unity within the party as they prepare for the upcoming elections.

The possibility of hosting an extraordinary congress before the elections has raised concerns among some central committee members, who argue that it may lead to internal division and unnecessary expenditure. Nicanor reiterated the party’s commitment to a smooth electoral process and a decisive victory in the upcoming elections.

Some Swapo leaders and coordinators, including Ottilia Shinduvi, Mathew Mumbala, and Sacky Kayone, have expressed differing opinions on the necessity of an extraordinary congress. While some believe that it is essential to adhere to the party’s constitution, others highlight the need for flexibility in decision-making processes.

Former Cabinet minister, Jerry Ekandjo, has advocated for the holding of an extraordinary congress, emphasizing the importance of following established party procedures. Political commentator, Ndumba Kamwanyah, has cautioned against bypassing constitutional procedures, urging the party to make informed decisions based on the party’s constitution.

Despite time constraints and logistical challenges, Kamwanyah has stressed the importance of upholding the party’s constitutional integrity by adhering to established rules and regulations. He warns that bypassing an extraordinary congress could create further internal strife within the party.

In conclusion, the Swapo party faces a constitutional dilemma regarding the endorsement of its presidential candidate and the necessity of an extraordinary congress. As the central committee prepares to convene and make a final decision, the party must carefully weigh its options to ensure a smooth transition and successful outcome in the upcoming elections.
