About 40 people at Okadjengedi Community Centre were unable to cast their votes on Friday morning as ballot papers were not delivered by 08h48.
Presiding officer Loide Eelu said the polling station opened at 07h00.
“When we opened at 07h00. We found about three people,” she said.
Eelu said the station was waiting for ballot papers from the Electoral Commission of Namibia’s Oshakati office.
