Mozambique is registering 30,000 real estate properties in favour of the state – minister

The Mozambican government is currently in the process of registering approximately 30,000 properties in favor of the state, as revealed by the Minister of Economy and Finance of Mozambique, Max Tonela. This initiative stems from a survey conducted in 2022 to identify state properties. Minister Tonela highlighted that the registration and inventory process has commenced to regularize ownership in favor of the state. This undertaking involves registering and legalizing real estate assets in accordance with the law.

Moreover, consultancy services are being engaged to design and implement an asset management system, with the objective of expediting the identification, legalization, and regularization of state property assets. In addition, over 650 state employees and agents have undergone training on State Property Management Regulations at both central and provincial levels.

The financial minister also reported a real GDP growth of 4.2% in 2022, representing an improvement from previous estimates in the medium-term fiscal plan and the Social Economic Plan and State Budget. Public investments during the same period, totaling 72.6 billion meticais (€1,046 million), were strategically channeled into priority sectors such as health, education, and infrastructure. This allocation aimed at efficiently meeting the needs of the population and recorded an 8.1% increase compared to the previous year.

Addressing concerns regarding compliance with public procurement rules and procedures, particularly in light of recent tender cancellations due to suspected favoritism, Minister Tonela assured that the government is actively monitoring actions and providing supervision, training, and technical assistance to mitigate improper practices. Measures are in place to address irregular procedures, including potential cancellation, invalidation, or suspension of the hiring process, as well as holding state agents or employees accountable in accordance with the General Statute of State Employees and Agents. Penalties such as fines and bans on contracting with the state for a specified period are also outlined.

Furthermore, the implementation of Electronic Public Procurement is aimed at modernizing and enhancing the transparency of public procurement procedures through electronic methods that are open to private sector and civil society oversight.
