Legislative Institution. After a winter break of a few weeks, Parliament is preparing to reopen its doors. The April session this year is highly anticipated as it will see changes in key positions within the hemicycle. Insights.

The countdown is on at Parliament. The two parliamentary chambers are preparing to inaugurate the April session. According to Article 65 of the Constitution, “Parliament sits for two sessions per year. The King presides over the opening of the first session, which begins on the second Friday of October. The second session opens on the second Friday of April. When the Parliament has sat for at least four months during each session, the closure can be announced by decree.” Thus, the institution will reopen its doors directly after Eid Al Fitr. This spring session is likely to be a bit more special for the different parliamentary groups represented in Parliament. And for good reason. MPs will have to vote again for their president, who is putting his seat at the rostrum up for grabs. Indeed, Article 62 of the 2011 Constitution states that “Members of the Chamber of Representatives are elected for five years by direct universal suffrage.

The legislature ends at the opening of the October session of the fifth year following the election of the Chamber. The number of representatives, the electoral system, the principles of electoral division, eligibility conditions, incompatibility rules, rules limiting the accumulation of mandates, and the organization of electoral disputes are determined by an organic law. The president and members of the Bureau of the Chamber of Representatives, as well as the presidents of the Standing Committees and their bureaus, are elected at the beginning of the legislature, and then in the third year of it during the April session for the remaining period of said legislature. The election of Bureau members takes place on a proportional representation basis.

Recall that Rachid Talbi Alami, from the National Rally of Independents (RNI), was elected president of the House of Representatives in October 2021. The election of the new president of the first Chamber took place in accordance with the provisions of Article 62 of the Constitution (paragraph 3) and the internal regulations of the legislative institution. Mr. Talbi Alami was elected with 258 votes out of a total of 279 votes cast, against 4 votes for the candidate of the Democratic Forces Front (FFD), Raouf Abdellaoui Maane.

Among the councilors, Naam Miyara was elected the new president of the Chamber in October 2021. Mr. Miyara, the sole candidate for the presidency of the Chamber, was elected by 86 votes against 6 invalid ballots and 4 blank ballots. Before their election, the government majority had indicated, in a statement, that it had agreed to present the candidacies of Rachid Talbi Alami and Naam Miyara, respectively for the presidencies of the Chambers of Representatives and councilors. According to the same source, these candidacies were presented based on the results of the electoral events in the Kingdom, which constituted an important stage in the consolidation of the democratic process in the country, with strong citizen participation.
