Morocco: Kick-off in Rabat for the development of the national framework for policy convergence – Africa Links 24

The study on the development of the national framework for the convergence of public policies was launched on Friday in Rabat during a meeting chaired by the Minister Delegate in charge of Investment, Convergence, and Evaluation of Public Policies, Mohcine Jazouli.

This strategic project aims to harmonize the practices of developing and implementing public policies for better convergence between them, as well as to strengthen the capacities of ministries in this regard in order to maximize the concrete impact of public policies in the daily lives of Moroccan citizens. Speaking on this occasion, Mr. Jazouli noted that the launch of this study is part of an approach aiming to offer a unified approach for the development and implementation of these policies. He emphasized the need to anchor convergence in daily life through tools and a culture of openness and collaboration, to formalize and converge public policies in strategic vision, temporal horizon, or integration with territorial priorities in order to make them more robust, effective, and efficient.

It also aims to work towards better alignment of public action during implementation, and to strengthen continuous monitoring and evaluation to ensure effective policy leadership and improve their impact, added Mr. Jazouli. This project aims to produce concrete, useful, and quickly actionable tools with the aim of being integrated into current practices, feeding and reinforcing existing frameworks used for strategic planning, budget programming, articulation with territorial programming, or implementation steering.

On the other hand, the acting Director General of Convergence and Evaluation of Public Policies at the Ministry of Investment, Convergence, and Evaluation of Public Policies, Omar Hassouni, emphasized the importance of structurally transforming the Moroccan economy to be more diversified, productive, and value-added, noting the need for coherent and strengthened public policies based on in-depth diagnostics and evidence.

He also addressed the challenges related to the implementation of public policies, emphasizing the importance of their integration, effectiveness, and above all their impact on citizens.

To achieve these objectives, it is crucial to ensure convergence throughout the life cycle of public policies, a process identified as a major factor in the development model, indicated Mr. Hassouni.

“This national framework aims to be a essential tool to achieve convergence and efficiency objectives by aligning government priorities with efficient and coherent public policies,” he said.

For her part, the Secretary-General of the Ministry of Investment, Convergence, and Evaluation of Public Policies, Naoual Aissaoui, explained in a statement to MAP that this initiative is part of the government’s commitment to unite efforts around strategic priorities and ensure greater coherence, complementarity, and harmony between public policies. In this regard, Mrs. Aissaoui stated that this framework will create a common framework for the design, formalization, monitoring, and monitoring of public policies to strengthen coherence and complementarity through the different phases of their development, with the aim of generating concrete, lasting, effective, and efficient results for citizens.

The objectives of this study, carried out with the assistance of the international policy specialist firm, Tony Blair Institute, are to define the requirements, tools, and processes associated with the formulation and adoption of coherent, complementary, and harmonious public policies. It also aims to define the guiding principles and standards to be applied during the implementation of public policies to maximize their convergence.

During this meeting, attended by the Secretaries-General of ministries, the emphasis was placed on the need to produce concrete and quickly actionable tools within the context of this study, with the aim of strengthening existing frameworks and mechanisms to make convergence of public policies a reflex for decision-makers.
