This memorandum of understanding, signed by Mr. Bourita and the Secretary General of the GCC, Jasem Mohamed Albudaiwi, stems from the common desire to strengthen the bonds of brotherhood and fruitful cooperation between the two parties and to particularly develop cooperation in the cultural and civilizational fields.
The document also materializes the points agreed upon by both parties during their joint meeting on November 7, 2012 in Manama, regarding common action plans.
Under this memorandum of understanding, the two parties agree, in accordance with the laws and regulations in force in Morocco and the GCC countries, to strengthen cooperation and exchange of expertise in the field of digital culture and to promote direct exchanges in the areas of literature, arts, heritage, libraries, and archives.
It also aims to encourage the exchange of visits, sharing of cultural information, publications, and expertise, and organizing round tables and study days with the participation of experts in the safeguarding, preservation, and enhancement of tangible and intangible cultural heritage, while ensuring coordination of positions on related issues. Additionally, Morocco and the GCC countries will work to promote the exchange of expertise in combating illegal trafficking of cultural goods and developing candidacy files for elements to be included on the list of tangible and intangible cultural heritage of humanity. The two parties also commit to establishing close cooperation between training institutions in cultural, artistic, and heritage professions.
The memorandum of understanding also includes participation in book fairs organized in Morocco and the GCC countries, reciprocal organization of cultural days, operationalization of cooperation in the film sector, exchange of experiences, and participation in festivals and activities related to this field.
In the same context, it has been decided to take all necessary measures to facilitate the circulation of cultural content for non-commercial use between the two parties.
