The Institute for Economics and Peace (IEP), based in Sydney, recently published the 11th edition of its Global Terrorism Index (GTI). This report ranks countries according to the degree to which they are impacted by terrorism. In this year’s edition, Morocco is among the countries least affected by terrorism in the world, and is classified in the “very low” impact category.
Published annually since 2012, this ranking is based on four indicators (incidents, deaths, injuries, and hostages) to calculate the average for each country. Each country is then assigned a specific weighted score over five years. The lower the score, the safer the country.
In this ranking, Morocco ranks 89th in the world out of 163 countries, moving up 4 places from the previous ranking. With a score of zero, indicating a total absence of terrorist threats, the Kingdom is placed in the “very low impact” category, comprising countries least affected by terrorism in the world.
In North Africa, Morocco and Mauritania lead the anti-terrorism security ranking, ahead of Tunisia, which scored 2.914, Algeria (2.197), Libya (2.469), and Egypt (5.221).
In the MENA region, Morocco ranks 4th (behind Oman, Qatar, and Sudan) among countries showing the most improvement in their GTI and having the highest rates of anti-terrorism security.
This performance is not coincidental, but rather shows the effectiveness of Morocco’s security efforts in combating terrorism. This has made the Kingdom a major player in numerous bilateral partnerships with countries such as the United States, the United Kingdom, France, Spain, African Union countries, and other multilateral partnerships such as Interpol, the African Union, and the United Nations Office of Counter-Terrorism.
The IEP reports that deaths due to terrorism increased by 22% in 2023 to reach 8,352 deaths, the highest level since 2017, although 23% lower than the peak in 2015. The number of incidents decreased, with a total of 3,350 attacks in 2023.
Israel, despite experiencing the largest terrorist attack in 2023, is not the most affected country by terrorism. Burkina Faso is now ranked first on the GTI, with nearly 2,000 people killed in terrorist attacks in the country. Terrorism in the western world has also decreased to its lowest level in 15 years.
The report highlights that political and religious motivations were behind attacks recorded in the West. The report also notes that the number of attacks with right-wing extremist ties has decreased.
