The military court in Somalia recently sentenced six Islamic State fighters from Morocco to death. These men will face execution by a firing squad if their appeal, which they have a month to file, is unsuccessful. The deputy chairman of the court, Col Ali Ibrahim Osman, explained that the men had come to Somalia to support ISIS and engage in destructive activities.
The lawyer representing the men claimed that they had been deceived into joining ISIS and requested to be deported back to Morocco. This marks the first time that authorities in the semi-autonomous Puntland region have brought charges against or sentenced foreigners for joining ISIS. In addition to the Moroccan fighters, an Ethiopian and a Somali received 10-year prison sentences each, while another Somali defendant was released due to lack of evidence.
The militants were apprehended in the Cal-Miskaat mountains, located east of Bosaso, which is Puntland’s commercial center. These mountains serve as a stronghold for ISIS, which has established a base in the area. The Somali branch of ISIS was established in 2015 by a faction of defectors from the al-Qaeda linked al-Shabab group, the largest jihadist organization in Somalia. However, ISIS in Somalia is primarily known for extorting locals and carrying out sporadic, small-scale attacks.
The US Office of the Director of National Intelligence has noted the activities of ISIS in Somalia and their tactics. In response to crimes related to terrorism, Somalia usually imposes the death penalty. This approach has been criticized by both local and international human rights organizations, including The Coalition of Somali Human Rights Defenders.
A recent report published by the coalition and other rights groups highlighted that Somalia executed at least 55 individuals last year. Of these executions, 23 were conducted by military authorities in Puntland and the capital city of Mogadishu. The issue of human rights violations in Somalia, particularly in relation to the use of the death penalty for terrorism-related offenses, has raised concerns globally.
The information in this article was sourced from the BBC. The ongoing struggle against extremist groups like ISIS in Somalia continues to pose challenges for authorities in the region. The sentencing of foreign ISIS fighters to death is a significant development in the fight against terrorism in Somalia.
