A dozen Officers-in-Charge rejected

The new promotion list of Head Masters in government primary schools was officially released this week. Out of the 66 new promotees, 60 are former Deputy Head Masters and six are former teachers. However, Vinod Seegum, consultant of the Government Teachers Union, notes that about fifty Officers-in-Charge were rejected in this exercise. This has caused great frustration in the sector.

This promotion exercise for Head Masters (HM) is the second one conducted by selection, following the one in 2019. Once again, discontent is prevalent as deserving individuals were not considered. Vinod Seegum, while congratulating the new HMs, emphasizes the inconsistencies caused by the selection process. “There are around fifty Officers-in-Charge who were not promoted and will have to return to the classroom after doing the job. Only in Mauritius do we see such things. It is a great humiliation for them,” he says.

He explains that these Officers-in-Charge were tasked with acting as substitutes, some for up to four years. “Their experience was not taken into consideration. Others went directly from the classroom to the office. There is a lot of frustration and discouragement,” he reveals.

Vinod Seegum does appreciate that the Ministry kept its promise, following his recommendations, to prioritize the appointment of DHMs. “In total, 61 DHMs and four Educators were promoted, which is more equitable than the previous promotion. Nevertheless, injustice persists for the Officers-in-Charge,” he adds.

He emphasizes that the GTU has always opposed promotion by selection for the sake of fairness. “When promotions were based on seniority, at least everyone had a chance in turn. Unless there was a police case or adverse report.”

In 1993, a previous exercise of promotions by selection was subsequently canceled. “Sir Anerood Jugnauth, who was Prime Minister at the time, ordered his Education Minister, Armoogum Parsooramen, to stop everything because there was great anger in the profession,” adds Vinod Seegum, who believes that frustration should not be created in the education sector, as the children will ultimately bear the consequences. Out of the 66 promoted individuals, 31 are women, with this list sparking comments on the representation of minorities.
