Bamako, 11 Apr (AMAP) The activities of political parties and those of a political nature of associations “are prohibited until further notice” in Mali for public order reasons, announced on Wednesday the government spokesperson, Colonel Abdoulaye Maïga.

In a special broadcast on national television and reporting on the decision adopted in the Council of Ministers on the same day, Colonel Maiga stated that “this restrictive measure follows the observation of the proliferation of subversive activities of parties and associations, in the face of the multiple challenges confronting the country.”

According to the government, “despite the willingness and availability of the authorities to act with the consensus of the people and the clarity of the legislative and regulatory provisions that govern the actions of political parties and other forms of political organizations, the subversive actions of political parties and their allies continue to multiply.”

In view of these observations, for public order reasons, “the draft decree adopted suspends the activities of political parties and political activities of associations until further notice throughout the national territory,” announced its spokesperson.

The government reminds that the national law on associations “does not authorize political parties to form groups under the associative form. While “these groups are formed as undeclared associations that no longer have legal existence since the adoption of Ordinance No. 2024-008/PT-RM of March 28, 2024 amending the law on associations,” explains the document.

The minister defines political parties as “organizations of citizens united by an ideal, taking the form of a societal project, for the realization of which they participate in political life through democratic means.” As for the association, it is “the agreement by which several people permanently combine their knowledge or activities for a purpose other than sharing profits.”

This suspension of political party activities comes in a context marked by political debate on the end of the transition. A gathering of the political class indicated on March 31, in a joint declaration, that the end of the Transition had been formalized in accordance with the presidential decree of June 6, 2022.

This decree set the duration of the Transition at 24 months, starting from March 26, 2022, after intense negotiations with the Economic Community of West African States (ECOWAS).

The Prime Minister, Choguel Kokalla Maïga, last Friday, at a meeting of the Steering Committee of the Inter-Malian Dialogue with government members, reiterated that the ongoing Transition will end with the inauguration of an elected president.

According to him, there are three benchmarks guiding the Transition in Mali. These are the Constitution, the revised Transition Charter, and the presidential decree of June 6, 2022, which establish the end of the Transition with the inauguration of the new elected president in an election organized by the current authorities.
