Ségou 28 Mar (AMAP) The Governor of the Segou Region, Police General Controller Alassane Traoré, presided over the quarterly meeting with the traditional authorities of the city of Segou, in central Mali, on Wednesday.

This meeting, held in the conference room of the governor’s office, had the theme “respect for general construction rules.”

Land has become a crucial issue in Mali. Its access is the subject of unprecedented competition, creating speculation and abnormal practices of all kinds.

The governor recalled that the city of Segou and its surroundings have been equipped with an urban master plan since 1986, which was revised by Decree No. 06-128/P-RM of March 20, 2006. Despite this text, the phenomenon of anarchic occupation of space continues in the city of Segou and its surroundings. It is manifested by a spatial development of the city with the proliferation of spontaneous neighborhoods.

The proliferation of irregular constructions in the city of Segou leads to de-urbanization with consequences such as flooding, sanitation problems, ventilation, and even loss of aesthetics.

The Police General Controller emphasized the more than decisive role of legitimacy in solving this problem. “As guarantors of the social values that guide life in our communities, you represent references for the populations and for the administration, you constitute the first link of contact and exchanges with the populations,” he said.

He stated that it is right at this meeting, “we formally entrust you with a mission to sensitize your fellow citizens tirelessly about respecting construction rules and improving the living environment in the city of Segou.”

Governor Alassane Traoré welcomed the organization of this meeting with traditional authorities and wished for the involvement of everyone in finding solutions.

Following him, the regional director of urban planning and housing in Segou, Ousmane Baby, said that this meeting offers the opportunity to inform and sensitize the traditional authorities who will now be ambassadors of the Ministry of Urbanism, through its regional direction in Segou.

His clarifications focused on general construction rules as well as specific standards regarding the construction of urban public facilities; the role of specialists in construction; the procedure to follow from site selection to work reception, land occupation.

The discussions also focused on building permits, issuance modalities, plot allocation methods, regularization of illegal subdivisions, and processes to follow in urban planning operations.
