The Regional Orientation, Coordination and Monitoring Committee for Development Actions (CROCSAD) of Mopti held an extraordinary session on Wednesday, March 27 in the conference hall of the Governorate of Mopti to validate the regional performance evaluation report of the intervention municipalities of the Deployment Project of State Resources for the Improvement of Services and local response to COVID-19 (PDREAS), as observed by AMAP.

During this session, the committee members familiarized themselves with the intervention principles of the PDREAS project, including the performance evaluation mechanism of municipalities described in the conditional allocation manual.

They also examined and validated the performance evaluation reports of the 9 beneficiary municipalities of the region. The documents submitted for approval by the committee concern 9 municipalities in the Mopti region out of the 102 nationwide beneficiaries of the PDREAS. These include the urban municipalities of Mopti, Djenné, Tenenkou and the rural municipalities of Derrary, Fakala, Pondori, Femaye, Ouro-Ali in the Djenné Circle and Konna in the Mopti Circle.

The objective of this Performance Allocation, which focuses on internal governance, project management, transparency, accountability, citizen participation, and the role of the municipality in the quality of education and health services, is to encourage municipalities to improve their performance especially in areas currently considered crucial for their proper functioning.

The opening ceremony of the session was chaired by the Regional Governor, Colonel-major Abass Dembélé, in the presence of the representative of the regional council, the prefects of the Circles, elected officials of the concerned municipalities, and technical services members of the committee.

During his opening speech, the Governor first emphasized the importance and necessity of the involvement of all actors for a perfect animation of CROCSAD, which is intended to be a framework for exchange that establishes coherence in interventions. By thanking the PDREAS and DGCT for their technical and financial support to the municipalities, he urged participants to be more diligent in their work.

Following him, the regional director of planning in Mopti, Amadou Niaré, presented the criteria for evaluating the municipalities, focusing on 10 performance indicators included in the 4 main axes: internal governance, project management, transparency, accountability, citizen participation, service quality, and compliance with Minimum Mandatory Conditions (CMO).

The beneficiary municipalities were informed of their scoring in order to formulate reservations or complaints regarding any formulation they consider incompatible.

After analyzing the CMO and evaluating the performance indicators, the CROCSAD session validated the report and made recommendations, including respecting the project’s procedural manual, extending it to other municipalities, and reviewing the project’s coverage and support strategy taking into account the new territorial restructuring.

The PDREAS is a multi-donor project led by the World Bank Group, funded by approximately 29.2 billion CFA francs by the World Bank and the French Development Agency, with an additional funding of 31.7 billion CFA francs from the Netherlands embassy and Swiss Cooperation for a duration of 5 years (2020 – 2025).

Implemented in 102 municipalities in 10 administrative regions of Mali, its objective is to increase resources available to municipalities to provide services and strengthen decentralized mechanisms, including the involvement of beneficiaries and service users.
