The Council of Ministers met in a regular session on Wednesday, April 17, 2024, in the deliberation room at the Koulouba Palace, under the presidency of Colonel Assimi GOITA, President of the Transition, Head of State.
After examining the items on the agenda, the Council heard communications.
- The Minister of State, Minister of Territorial Administration and Decentralization informed the Council of Ministers about the dissolution of the association “Coordination of Organizations of the Call of February 20, 2023 to Save Mali.”
Political parties and associations are governed respectively by Law No. 05-047 of August 18, 2005 on political parties and Law No. 04-038 of August 5, 2004, as amended, on associations.
These different texts specify their purpose but also impose limits that they must not exceed, in particular the prohibition for political parties to form groups in the form of associations and for associations to adopt actions contrary to the principles of national sovereignty, democracy, the integrity of the national territory, national unity, and the secularism of the State.
The Coordination of Organizations of the Call of February 20, 2023 to Save Mali constantly engages in ostentatious actions that disturb public order, violate the state’s sovereignty, and national unity.
In light of the above, the association “Coordination of Organizations of the Call of February 20, 2023 to Save Mali” is dissolved.
of the organization of a direct recruitment competition for teachers in the Civil Service of the territorial collectivities, for the budgetary year 2023.
The organization of the competition is carried out in application of the provisions of Interministerial Order No. 2023-5141/MATD/MEF-SG of December 29, 2023 for the recruitment of 684 new teachers in the Civil Service of the territorial collectivities with a quota of 15% allocated to persons living with disabilities in accordance with the regulations in force.
The recruitment, which aims to meet the needs of Secondary Education, Fundamental Education, and Preschool and Special Education, concerns forty-nine (49) specialties of categories A and B2 distributed among the different levels of education.
Information regarding the conditions of participation, the submission of application documents, the different competition centers, as well as the date of the exams, will be the subject of a later communication.
- The Minister of State Reform, in charge of Relations with the Institutions informed the Council of Ministers about the opening of the regular session of April of the National Transition Council.
The regular session of the National Transition Council for the month of April started on April 8, 2024.
The opening ceremony was presided over by the President of the National Transition Council, in the presence of the Prime Minister, Head of Government, the Presidents of the Republic’s Institutions, members of the Government, administrative and political authorities of the District of Bamako, and representatives of the diplomatic corps.
The National Transition Council will proceed with the examination and adoption of submitted texts. Around twenty projects and proposals for laws are already on the agenda, including projects for the Penal Code, the Code of Criminal Procedure, and those related to the financing of the electrical network.
The session will involve debates on the implementation of the Government’s Action Plan. This exercise will provide an opportunity for the members of the National Transition Council and the Malian people to be better informed about the Government’s achievements and the challenges encountered in its implementation.
- The Minister of National Reconciliation, Peace, and National Unity informed the Council of Ministers about the state of implementation of the institutional changes resulting from the end of the Agreement for Peace and Reconciliation in Mali, stemming from the Algiers Process.
The Transition Government, in its Communique No. 65 of January 25, 2024, noted the absolute inapplicability of the Agreement for Peace and Reconciliation in Mali, resulting from the Algiers process, and consequently announced its end, with immediate effect.
Since the end of the Agreement, several measures have been taken. These include the repeal of decrees establishing certain structures created in the framework of the Agreement’s implementation, as well as those setting the benefits for the members and personnel of said structures.
Furthermore, the revision of the texts creating the National Disarmament-Demobilization-Reintegration Commission, the National Integration Commission, and the Security Sector Reform Commission is ongoing.
The Minister of Reconciliation, Peace, and National Unity, through a press release dated March 29, 2024, called on representatives of signatory movements holding state vehicles to return them. To date, a number of vehicles have been recovered, and arrangements are being made to recover all assigned vehicles.
Regarding the Technical Security Committee and Mobile Verification Teams, measures are being taken to end the designation of elements.
- The Minister of Labor, Civil Service, and Social Dialogue informed the Council of Ministers:
- about the progress of the direct recruitment competition exams in the State Civil Service, for the year 2023.
The first and second days took place on April 13 and 14, 2024, in Bamako and in the 6 regional centers.
The third and fourth days will take place on April 20 and 21, 2024.
The following bodies and specialties are concerned: Computer Engineers, Statisticians, Statistics Technicians, Computer Technicians, Youth and Sports Instructors, Arts and Culture Technicians, Archives and Documentation, Human Resources Administrators, Administration Secretaries, and Administration Attachés.

Labor Day is a well-established tradition in our country since 1963.
In practice, each Trade Union organizes its parade with its affiliates. Some trade unions organize thematic debates that often focus on the right to strike, trade union freedom, social dialogue, and occupational health and safety.
On this occasion, the Authorities address all workers through a press release.
- The Minister of Malians Abroad and African Integration informed the Council of Ministers of the difficulties related to the repatriation of Malian migrants from certain countries.
According to the International Organization for Migration, Mali is the leading country in terms of assisting and repatriating its citizens in distress around the world. From January 1 to April 11, 2024, the Government, in collaboration with its partners, assisted and repatriated 3,209 returning Malian migrants.
However, despite the notable results achieved, difficulties are observed during the operations of some repatriations.
Therefore, the Government has undertaken high-level diplomatic actions with transit countries for better coordination of secure repatriation of our compatriot migrants returning.
- The Minister of Agriculture informed the Council of Ministers of the holding of the Constituent General Assembly of the West and Central African Women Entrepreneurs Seed Network in Bamako, from April 23 to 24, 2024.
As part of interventions to meet challenges, the West and Central African Council for Agricultural Research and Development initiated the process of contributing to capacity building to empower women in the seed sector.
Following these capacity-building efforts, it became necessary to establish a regional network aimed at improving women’s activities in the seed enterprise value chain at the regional level to contribute significantly to the seed industry in West and Central Africa.
The objective of this Constituent General Assembly is to adopt the statutes and internal regulations of the network, proceed with the election of members of the selected bodies, and share the legal recognition document submission form.
- The Minister for the Promotion of Women, Children, and the Family informed the Council of Ministers of Mali’s participation in the 96th Session of the Committee on the Rights of the Child.
The 96th Session of the Committee on the Rights of the Child will take place from May 9 to 10, 2024, in Geneva. During this session, the 3rd, 4th, and 5th Periodic Reports submitted by Mali on June 18, 2020, will be reviewed.
A multidisciplinary technical team, including representatives from the relevant departments, worked on the preparation of the document and the production of additional information during the month of February 2024.
Therefore, as part of its participation in discussions on its consolidated report, a delegation from Mali, composed of involved ministerial departments, will attend this 96th session.
- The Minister of Livestock and Fisheries informed the Council of Ministers of Mali’s participation in the 29th edition of the International Fair “AGRISHOW”.
The 29th Edition of the International Fair “AGRISHOW” is scheduled from April 29 to May 3, 2024, in Sao Paulo, Brazil.
Mali’s participation in this fair will be an opportunity for the Malian delegation to establish partnerships in the “livestock, meat, and dairy” sectors and to follow up on tripartite cooperation agreements signed in 2022 between the Government of Mali, the Brazilian Cooperation Agency, and the Federal University of LAVRAS in the areas of increasing the potential of beef production and fish farming.
This participation will allow for the sharing of knowledge and expertise, especially in animal production.
- The Minister of Health and Social Development informed the Council of Ministers about the epidemiological situation of the country marked, notably: by a stagnation in the number of confirmed positive cases of Coronavirus disease compared to the previous week; by a decrease in the number of confirmed cases of dengue compared to the past week.
The Head of the Transition, Head of State, however, called on the population to strictly respect the prevention and control measures against diseases.
