After three days of an extraordinary session, the municipal councilors of the capital voted on the two proposals from the PDS. Refilling the coffers will be among the priorities.
Voted without amendment. This was the case of the two proposals from the president of the special delegation (PDS) of the urban commune of Antananarivo (CUA), Richard Ramanambitana. The extraordinary session of the municipal councilors ended yesterday after three days of meetings. This third day was dedicated to the deliberation of the former senator’s proposals. The new organizational chart was therefore approved by the municipal councilors without any opposition. The change involves the establishment of two vice-presidents of the special delegation. The previous organizational chart was made up of deputy mayors. In accordance with the laws in force, the municipality will proceed with the appointment of its vice-PDS.
In addition, the municipal councilors also voted without amendment for a return to an administration led by a general secretary. According to Richard Ramanambitana, this appointment is only a return to normalcy. This decision is also part of an administrative coordination concern. The merger of some CUA departments was accepted by the municipal councilors. The reason is to reduce the expenses of the community but also to facilitate procedures at the municipal level.
Delegation of powers
Initially, the PDS aims to conduct the affairs of the urban commune as transparently as possible. According to him, the goal of the seven months during which he will be in charge of the CUA is to be able to manage the municipality while replenishing the coffers of the community. In addition to the amendments to the organizational chart, the president of the special delegation of the capital was granted new powers at the end of the extraordinary session of the municipal councilors. In practice, the president of the IFI obtains some discretionary powers devolved to an elected mayor. The realization of loans, decision-making on the works market, the conclusion of insurance contracts, the acceptance of unencumbered donations and bequests, without conditions or charges.
Regarding the finances of the urban commune of Antananarivo, Richard Ramanambitana states that the problems related to the payment of salaries of employees as well as of the personnel of the three municipal companies will be resolved in April. According to him, raising awareness about the payment of taxes by taxpayers remains the main solution to replenish the municipality’s coffers. However, he declares that, upon his arrival, the treasury consisted of less than sixty million ariary whereas at present, this amount stands at eighty-nine million ariary. An amount which is nothing compared to the municipality’s expenses, but which is proof of the progress of municipal revenue collection.
The CUA is uncompromising on sanitation. Despite the ten days of challenge set by the President of the Republic which have ended, the capital’s PDS explained yesterday that the municipality will be uncompromising on the hours for depositing garbage, between 4 pm and 8 pm. Richard Ramanambitana stated that the law will be strictly enforced and sanctions will be imposed on those who deliberately dispose of their waste outside of legal hours.
