Justice closer to the people. This is the motto of the Ministry of Justice. In this perspective, the department increasingly relies on new technologies through the digitalization of tools and services. A few days after the implementation of follow-up books at the courts, Landy Mbolatiana Randriamanantenasoa, the Minister of Justice, and her team presented yesterday in Faravohitra the online complaints site for litigants: www.fitsarana-valio-tarainako.mg. The main objective of this site is to help litigants who have cases at the court to no longer depend on middlemen who are the main vectors of corruption in the field of justice. It is also set up to achieve the objective of transparency in justice.
The new online complaints site supplements the work within the complaints department of the ministry, which until now, offered a complaints service by letter. This service will also gain in speed with the site and responses will be given as quickly as possible, the Justice Minister explains. “The setting up of this site is another step towards transparency in justice. It is also done to fight against corruption as complaints no longer go through middlemen but are received directly by the service’s responsibles,” she added.
Corporatism
At first glance, the Justice Minister explains that the site is specially designed to receive complaints but not lawsuits. However, it will also be possible to make complaints regarding the actions of court officials. Magistrates, clerks, and other justice agents at the courts are sometimes criticized by some for their corporatism. However, the site’s designer, the company “e-fandrai,” specifies that only well-founded and proven complaints will be admissible. In terms of security, the site is strengthened by using the symphony system which is also quite cheap since in big cities, 300 to 500 ariary are enough to post complaints. All visitors to the site will also be traceable because to be able to post a complaint, it is imperative to open an account and it is not possible to open a fake account because personal information will be requested for the account opening.
At the end of the presentation session, Landy Mbolatiana Randriamanantenasoa declares that complaints should be made within the courts and not on social networks. She affirms that, at the moment, it has become usual to see certain people turning into legal experts in the comments and posts on social media. The benefits for litigants are numerous with this site, according to a technician from the ministry. They no longer need to travel to post a complaint, the latter is also received directly by responsibles, and the service operates even outside office hours as it is available 24/7.
