The director of development of the governorate, Théogène Belahy.
After the joint workshop on the regional dissemination of the up-to-date Maritime Atlas and the Spatial Maritime Planning (PSM) document for the municipalities of Ambanja and Nosy-Be, the one in Ambilobe was held yesterday.
The Diana region has a vast marine space, spread over approximately 550 km of coastline, including both the coast housing mangrove formations, bays known for their fishery resources and tourist attractions. In addition, the 200-mile high sea for the EEZ (Exclusive Economic Zone) constitutes the foundation of the growth space to which Diana is dedicated on the national stage. The balanced and structured management of this valuable portion of the regional territory must be supported by other spatial planning tools. In the course of this process, with the technical and financial support of WWF Madagascar, the region was able, during the year 2023, to update its Maritime Atlas and develop for the first time a Maritime Spatial Planning document, vision 2042.
During this workshop, the technician from the Diana region, Davy Bezara, explained the ins and outs of these two tools that will complement two strategic documents (SRAT and PRD) already in the possession of the region. But it is more oriented towards the maritime space. During the presentation, he announced that the Atlas is a document that contains information on everything related to the ocean and that can be read using a map. It includes, among other things, temperature, depth, ecosystem, the site of the turtle bridge, mangroves… Not to mention maritime infrastructure and equipment.
In turn, the director of development of the governorate, Théogène Belahy, who represented the governor, also stated that the existence of this tool is necessary to make decisions about the development of the territory and also to know the reality in the maritime zone of the Diana region.
Realization
“We all know that many people live in this maritime space, but the organization and management of this ocean cannot be ensured by one person alone so that the wealth is sustainable,” he said, emphasizing the value of these documents that do not need to be kept in a drawer. During the workshop, there was a review of priority activities to be carried out in terms of sustainable tourism and renewable energy.
The realization of these two complementary tools requires the political will of administrations at all levels and the appropriation of users and final beneficiaries. As part of this process, their dissemination is an essential step.
