There are hardly any overflowing garbage bins to be seen. A new crackdown operation is launched, with other strict measures, by the Municipal Sanitation Society (SMA), especially regarding the monitoring of fuel and the routes of garbage transport vehicles. This is aimed at ensuring better results.
The waste continues to accumulate. The proposed solutions were never sufficient for the capital. Therefore, yet another sanitation crackdown operation for the city of Antananarivo is launched. This was the order given to the Ministry of Water, Sanitation, and Hygiene (MEAH) during this Wednesday’s Council of Ministers. According to what can be observed in the garbage bins all over the capital, the garbage is starting to dissipate, but very slowly. These garbage bins are never empty, but the waste is at a low rate.
This operation is a continuation of what was initiated at the beginning of this month of February. It will continue in order to strengthen the sanitation of the city. Mentioned at this last council, the garbage rate in the capital has decreased to 900 m3 against 1,500 m3 per day. The continuation of the operation is therefore planned to further help reduce this garbage throughout the capital. This new activity will focus more on monitoring garbage transport vehicles to ensure proper fuel management and vehicle maintenance.
Problematic
“Thus, staff will be dedicated to monitoring the fuel consumption of the vehicles used. This is to operate the other vehicles that are not yet operational. In parallel with this, GPS devices to track the route of these vehicles will also be installed. There will indeed be a toll-free number to call to report to the SMA if waste needs to be disposed of,” explained Olisoa Razakamahefa, the director of the hygiene department at MEAH, yesterday.
On the other hand, the sanitation crackdown operation, as an activity to strengthen the activities of the Municipal Sanitation Society for garbage collection, remains problematic. The lack of vehicles was solved by the Gesda project, which provided thirty trucks, but the financial means to operate the vehicles has never been resolved.
The director-general of the SMA also mentioned that his company still depends on other entities to achieve the goal expected by all residents. “The SMA will always depend on the assistance and aid of other entities. The reason is that it has just been announced that only 13% of residents participate in tax payments. Budgets that are important in our city sanitation activities,” adds Colonel Tiana Razafimanahaka, the director-general of the SMA. Due to this shortfall, crackdown operations bring little success.
In addition to the lack of necessary fuel for the vehicles, there is also a problem with their maintenance. “The residents produce waste continuously. However, with this financial problem, the vehicles could stop due to lack of maintenance,” continues the director-general. The sanitation of the city of Antananarivo, especially regarding garbage collection, in this case requires the collaboration of everyone.
