The process of streamlining the Civil Service is ongoing.
Currently, officials are in the field to carry out the census and evaluation of state agents.
This approach started last week and should be completed by the end of this week, according to the Ministry of Labor, Employment, and Civil Service.
All state agents, whether they work in offices or in the field, are concerned.
The main objective of this initiative is to modernize the management of state agents in order to improve their performance in future tasks, as well as those requiring specific skills.
The ministry is closely collaborating with the human resources directors of each entity to successfully carry out this operation.
The process is simplified by filling out a form containing questionnaires for each individual, containing all the necessary information such as the personal data of the agent as well as their professional and administrative background.
Evaluation of skills
Madagascar has nearly two hundred and fifty thousand state agents.
However, it is essential to clearly define this workforce and their skills in order to achieve better results in their missions.
“This operation aims to enhance human capital to improve results. This is done through an inventory of skills and manpower. The goal is to place each person in the position that suits them best. There will be no layoffs, but rather retraining,” explains Girard Bernardin Mahadiny, the Director General of the Civil Service.
Furthermore, this official emphasizes that the recruitment of state agents is currently on hold.
All state agents, without distinction, will be subject to this streamlining operation. After evaluations, they will have two options: either they will be redeployed to other entities where their skills will be recognized based on their abilities, or they will undergo training to acquire the necessary skills to perform their tasks and responsibilities.
“Many of them do not have the required skills for their position. Evaluation is therefore essential for the restructuring of the state’s human resources management. Training will also be provided to them,” added this official.
For the moment, the exact number of workers who can be transferred or undergo training remains undetermined. It is only after the operation that it will be possible to determine the next steps in recruiting new officials, if necessary.
