After the deliberations of the candidates, the Electoral Commission is expected on April 16 for the final list of the candidates.
Some candidates were unable to pay the mandatory twenty million ariary deposit for the legislative elections. Consequently, the election preparation body rejected their candidacies.
Twenty-three individual appeals and one collective appeal filed by twenty-four candidates from Arema. This is the number of requests from candidates rejected by the verification and registration bodies (Ovec) received by the National Independent Electoral Commission (Ceni) within the time frame provided by law.
After being dismissed by the Ovec, almost all of the Arema party applicants were once again rejected, this time by the Ceni. The reason given by the election preparation body is the lack of receipt of payment for the deposit by these candidates. “On the request of Arema containing about twenty candidates, we had no choice but to reject them due to lack of deposit,” announced Soava Andriamarotafika, general rapporteur of the Ceni, reached by phone yesterday.
In addition, some independent candidates who also could not provide the receipt of payment for the deposit, explains the member of the standing committee of the Ceni. He nevertheless explains that there will be no list of rejected candidates since the Ceni directly proceeded to the deliberations of each case and the notification of the concerned candidates. This is the reason for the uncertainty surrounding the exact number of candidates rescued or rejected.
The opposition claims not to be responsible for non-payment of the deposit. Some of them claim to be victims of mobile money service failures that did not have the necessary amounts to transfer the money to the Treasury. On the other hand, the Ceni announces that it does not want to go into the details of each case but only examines whether the necessary documents are complete or not before making its decision.
Last resort
Candidates rejected by the Electoral Commission will have a final recourse to be able to participate in the starting blocks of the legislative elections on May 29. They can send a request to the High Constitutional Court to appeal the decisions taken by the Ovec and the Ceni. Logically, the High Court should not deviate from those taken by the other two entities. Especially since the majority of the candidates rejected so far have all had problems with the payment of the mandatory twenty million ariary deposit. Reminder, the Ambohidahy institution will have twenty-four hours from the receipt of the requests to respond. After which, the candidates in question will be definitively informed of their fate.
From the start, the amount of the mandatory deposit has been a subject of debate within the political sphere.
