The Vakinankaratra region is the showcase of the social protection extension project. The consultation of independent workers has begun in this region.
The extension project of social protection to independent workers is a boon for farmers. “Before this government program, we had no hope of benefiting from old age pension. In case of illness, we did not receive any support. We therefore welcome this initiative that will change our lives,” says Jimmy Ratovoandriniaina, general secretary of the association of businesses in the Vakinankaratra region (Fiova). “This project coincides with our desires. Most members of Fivmpama are non-salaried,” adds Benja, general secretary of Fivmpama Vakinankaratra.
It was last week, as part of the workshop on the project to extend social protection to independent workers, organized by the Ministry of Labor, Employment and Civil Service, held in Vakinankaratra, the pilot region of this program, with its two million seven hundred thousand farmers.
This workshop was an opportunity for the ministry to gather all the necessary information and data for the development of a new social protection system including independent workers.
Contribution Farmers, without fixed income, proposed a monthly contribution of 1,500 ariary to 12,000 ariary. Contributions they proposed to pay during the harvest period, between the months of April and August. These workers also expressed their willingness to join the association Iray, which works in the promotion of occupational health in the Vakinankaratra region. The development of the principle of payment of contributions, as well as the amount of retirement and family allowances that affiliated non-salaried workers will benefit from, will start from these proposals.
This project aims to provide farmers, fishermen, tourist guides, rickshaw pullers, and all independent workers, with the right to retirement, the right to family allowances, and the right to health at work. “It is essential to offer them social protection. These non-salaried workers represent 90% of the Malagasy population,” said Hanitra Fitiavana Razakaboana, Minister of Labor, Employment, and Civil Service during this workshop.
